It's a model of public and social governance in collaboration with the elderly. One way of making better decisions in the face of social challenges is to compare them with the different agents involved, a methodology that promotes collective knowledge of society, bringing value to decision-making.
This model responds to the need for :
- BETTER DECISIONS MORE IN TOUCH WITH REALITY: on the one hand, public administration is faced with a government AGENDA full of complex challenges, requiring the broadest possible base of innovative capacity in order to make better decisions.
- PEOPLE WITH DISABILITIES WANT TO PLAY AN ACTIVE ROLE IN PUBLIC LIFE. THEY MUST BE CONSIDERED NOT ONLY AS \"OBJECTS\" OF ATTENTION AND CARE, BUT ALSO AS ACTIVE \"SUBJECTS\" IN THE SEARCH FOR SOLUTIONS.
- A GOVERNANCE MODEL BASED ON TRUST, TRANSPARENCY AND VISIBLE RESULTS.
THEME-DEFICTIONS\" TO INTRODUCE FOR A GOVERNANCE PROCESS:
Topics of interest to be proposed either by civil society, via the EAB (Euskadiko Adinekoen Batzordea - Basque Country Assembly of Gifted People), or by the Basque Government (all departments).
- Subjects vary according to objective:
- For standardization (laws, decrees, regulations, etc.)
- For evaluation or specific proposals
- For anticipation or prospecting purposes
- Prioritization criteria :
- General interest
- Channelable/ manageable
- Fits in with skills
- Transversal
- Breadth and depth
- Role of older people: users vs. co-designers.
- Issues not addressed (new) and issues to be contrasted or improved.
Here are some of the challenges that were included in this Nagusi AGENDA:
- 2019- Over 500 people took part in the Care in the Family Environment challenge. RETURN: \"Basque strategy to support carers in the family environment\".
- 2020- As part of the pandemic containment, AGENDA NAGUSI TV is created, five programs of an hour and a half each, tackling the problem of unwanted loneliness. RETURN: AGENDA NAGUSI TV, the first Internet TV with and for the elderly. Over 25,000 people have been reached.
- 2021- The participatory process focuses on reflecting on the model of care for the elderly in Autonomous Community of the Basque Country (ACBC) residential centers, aiming to serve as a basis for the revision of the current ACBC Residential Centers Decree. RETURN: 40 PROPOSALS FOR CHANGES TO THE DECREE, forming the basis for agreements with Provincial Councils to amend the current Decree.
- 2022- The process focuses on the fight against AGEISM, with the participation of over 700 people. RETURN: Report on ageism situations in the ACBC and realization of an AWARENESS CAMPAIGN ON THE SUBJECT, as well as a TV program on Eitb.
- 2023- The theme of \"NEW LONELINESS\" is addressed: several lives in one life\", the challenge of rethinking and imagining a new map of the Basque Country.

Se trata de un modelo de gobernanza colaborativa público-social con las personas mayores. Una manera de poder tomar mejores decisiones ante los retos sociales es contrastarlas con los diversos agentes implicados, una metodología que promueve que el conocimiento colectivo de la sociedad, aporte valor a la toma de decisiones.
Este modelo obedece a la necesidad de dar respuesta a:
- MEJORES DECISIONES Y MÁS CONECTADAS CON LA REALIDAD: Por un lado, desde la Administración Pública debemos de hacer frente a una AGENDA de Gobierno, llena de retos complejos, que requieren de una capacidad innovadora que tenga la más amplia base posible para poder tomar mejores decisiones
- LAS PERSONAS MAYORES ESTÁN RECLAMANDO UN PAPEL ACTIVO EN LA VIDA PÚBLICA. NO SER VISTAS ÚNICAMENTE COMO “OBJETO” DE ATENCIÓN Y CUIDADO, SINO COMO “SUJETOS” ACTIVOS EN LA BÚSQUEDA DE SOLUCIONES.
- UN MODELO DE GOBERNANZA BASADO EN LA CONFIANZA, LA TRANSPARENCIA Y LA VISIBILIDAD DEL RETORNO.
Los “TEMAS-RETOS” QUE SE INTRODUCEN PARA UN PROCESO DE GOBERNANZA:
Temas de interés a proponer o bien por la sociedad civil, canalizando la propuesta a través de la EAB (Euskadiko Adinekoen Batzordea- Asamblea de Personas Mayores de Euskadi) o bien alguna propuesta desde el Gobierno Vasco (todos lo departamentos) .
- Temas de distinta naturaleza según el propósito:
- Normativizar (leyes, decretos, normativas, etc.)
- Para la valoración o propuesta concreta.
- Con el objetivo de anticiparse o realizar prospección
- Criterios de priorización :
- Interés general
- Canalizable/ manejable
- Encajable en marco competencial
- Transversal
- Magnitud y calado
- Papel de las personas mayores: usuarias vs. codiseñadoras.
- Temas no tratados (nuevos) vs. temas a contrastar o mejorar
Algunos de los retos que se han incluído en esta AGENDA Nagusi, han sido:
- AÑO 2019- Más de 500 personas participaron en el reto de los cuidados dentro del ámbito familiar. RETORNO: “Estrategia Vasca de apoyo a personas cuidadoras en el ámbito familiar”.
- AÑO 2020- En el confinamiento por la pandemia, se crea AGENDA NAGUSI TV, cinco programas de hora y media cada uno de ellos, que abordan el problema de la Soledad no deseada. RETORNO: AGENDA NAGUSI TV, la primera televisión por internet con y para las personas mayores. Se alcanzó a más de 25.000 personas.
- AÑO 2021- El proceso participativo se centra en la reflexión sobre el modelo de atención a las personas mayores en los centros residenciales de la CAPV, orientadas a que sirvan como base para la revisión del actual Decreto de Centros Residenciales de la Comunidad Autónoma del País Vasco (CAPV). RETORNO: 40 PROPUESTAS DE MODIFICACIÓN DEL DECRETO, que son la base para los acuerdos con las Diputaciones, de cara a la modificación del actual Decreto
- AÑO 2022- El proceso se centra en la lucha contra el EDADISMO, con la participación de más de 700 personas. RETORNO: Informe sobre las situaciones edadistas que imperan en la CAPV, y la realización de una CAMPAÑA DE SENSIBILIZACIÓN SOBRE EL TEMA , así como un programa de televisión en Eitb.
- AÑO 2023- Se está abordando el tema de la “NUEVA LONGEVIDAD”: muchas vidas en una vida”, el reto de repensar e imaginar un nuevo mapa
