Francisco Morato - SP: Deliberates Morato - How to Build Basic Sanitation Accessible to All?

The city of Francisco Morato in Sao Paulo state, Brazil has management committed to sustainable development - in addition to being pioneers in developing a plan for adaptation and resilience to climate change, its mayor, Renata Sene, is vice president of Partnerships in SDGs of the National Front of Mayors . The city has also been demonstrating a vocation for innovation in participation, as in the implementation of the participatory PPA.
These characteristics made the management see the possibility of holding a Citizen Assembly on Climate, with the support of the Delibera Brasil collective, an excellent opportunity to test a democratic innovation and summon the strength of citizenship to solve a complex problem faced by the municipality.
There is a major problem in the deficit of solid waste management, which ends up intensifying the effects of climate change. Although there is already regular garbage collection in the municipality, there is a lack of information and awareness among citizens regarding the correct disposal and management of waste. Garbage, once separated, often ends up in the landfill. There is also a lack of regulatory instruments, laws and measures by the public authorities that are important for the entire population to be served efficiently.
In the strategic planning meetings, the issue of basic sanitation and solid waste management was defined as the issue of adapting to climate change that is most urgent today, among those under municipal responsibility. Once the theme was defined, a "Content Group" was convened - a forum of specialists who promote a comprehensive view of the context of the deliberation. There were 40 guests from different sectors, who in two meetings raised alternatives and proposals for sanitation policies and solid waste management to be forwarded for deliberation.
In the calling stage, the Citizen Assembly "Delibera Morato" was able to implement a methodology still unheard of in Brazil, considered the "gold standard" internationally: the sending of 2,000 letters of invitation to randomly drawn addresses, based on the water register. In addition, registrations were collected at health centers in the city, at other busy points, and an online form was collected, disseminated, among others, by sound trucks in the city. This effort resulted in 123 pre-registrations, which went through a draw, with profile quota control, to compose the final group of 40 participants.
Five full-day meetings made up the Citizen Assembly, on Saturdays between October 8 and November 12, 2022. Participants were exposed to different points of view about the roots and alternative ways to deal with the problem of solid waste management in the city . During the meetings, they created a document based on the deliberations - the Citizen Recommendations Report.
Among the recommendations are the implementation of a Civil Construction Waste Reuse Plant in Francisco Morato to serve the region, the regulation of the Construction Waste Disposal Service, as well as the support and appreciation of Recycling Cooperatives, implementing selective collection , in addition to regulating hunting activities.
The Report was delivered at a public event, with the presence of the press, in which the Municipality committed itself to deadlines and referrals for citizens' recommendations.
