Paris: What kind of urban planning for Paris in 2030? Concertation accompanying the revision procedure for the adoption of a bioclimatic plan
To ensure that the rules of the future bioclimatic Local Urban Plan (LUP) for the City of Paris meet the requirements of the ecological transition and its immense challenges, for a greener and more united capital, the revision of this strategic document for the French capital was launched in December 2020.
An ambitious and unprecedented consultation process accompanied each stage of the revision of this strategic document, between January 2021 and November 2022.
A total of 288 meetings were organized across Paris and beyond, offering different formats for exchange aimed at all audiences: residents, associations, city policy districts, children, neighborhood councils, professionals, young people... all Parisians were able to take part in a major reflection on the future of their city thanks to:
- 51 public meetings
- 78 PLU houses
- 34 exploratory walks organized by the CAUE
- 26 workshops for neighborhood councils
- 10 local meetings in Quartiers Politique de la Ville neighbourhoods
- 3 thematic highlights during the PADD phase
- 6 thematic workshops during the PADD phase
- 25 participatory workshops during the OAP and regulations phases
- Registers in each district or sector town hall
- Digital platform at every stage
- Over 600 " participants' notebooks " from 161 contributors: associations, professionals, neighborhood councils, private individuals
- 51 "Children's PLU" workshops organized by the CAUE
- 4 urban controversies with students of urban planning, architecture and political science
Despite the technical nature and the breadth of the topics to be covered, the interest and involvement of the participants were reflected in the exchanges with the representatives of the City of Paris in the field and in the quality and number of contributions collected during the 3 phases of consultation. The public also showed their curiosity for this new PLOU during the pandemic periods, which did not diminish their participation at all.
During the 3 consultation phases, more than 53,000 opinions were collected and analyzed. The feedback was captured in 3 summaries and 1 overall evaluation of the consultation process. Meetings were also organized with the various stakeholders.
Notably, a Citizens' Conference was also organized in the fall of 2020 prior to the revision of the PLU of the City of Paris, bringing together 100 Parisians and metropolitan residents to help define the objectives of the revision.
In early 2024, the opinion of Parisians will again be sought as part of the public consultation on the full draft PLOU prior to its final approval.
This consultation process, which is unusual for a regulatory matter, has thus been able to distance itself from the mechanisms generally used to support PLOU revisions.
