1. Background and justification
This programme is being implemented in the Democratic Republic of Congo, in the province of North Kivu. The latter is described as the hub of civic engagement in the country, with a dynamic youth population. An area characterised by inter-ethnic tensions and repeated wars for more than two decades. This has led to serious human rights violations that undermine the possibilities for harmonious development of women and youth.
Young people are the majority of the population, but unfortunately they are under-represented in public institutions (provincial assembly, government, divisions, etc.) and automatically excluded from decision-making spaces. Young women continue to be affected by this exclusion. Congolese society is made up of 52% women, but they represent only 13% in the national assembly and 12% in the provincial assemblies. The question of the participation of young people, and more specifically of women, is therefore a major issue. Thus, the creation of a space for the initiation of young people in the fundamentals of governance and civic engagement has become a necessity. This is the reason for the development of the Citizens' University programme in the DRC.
2. General objective of the programme (initiative)
To contribute to the civic education of Congolese women and young people so that they become real actors of change and builders of a new socio-political and economic order within their society.
2.1. Specific objectives
- To promote the culture of social, economic and political participation of women and young people in the Democratic Republic of Congo;
- To contribute to the emergence of women and young leaders who are passionate about becoming part of the country's decision-making bodies;
- To introduce women and young people to the methods and practices of good governance;
- To promote the emergence of new women leaders capable of defending and claiming their rights through non-violent techniques.
2.2. Methodological approach
- Intergenerational dialogue for the transfer of practical skills;
- Participatory pedagogy;
- Personalised follow-up in the field of commitment.
2.3. Results
More than 412 young people from civil society organisations (universities, associations, citizens' movements, NGOs, media, trade unions, political parties, churches, etc.) have benefited from the Citizens' University programme throughout 2022. For the current cohort we expect to reach 1000, as the same programme is already open in the neighbouring province of South Kivu.
Some of the young people who have benefited from this programme have become leaders and managers in public and private institutions. Many of them have developed their confidence level to engage as citizens in their communities

2.4. Monitoring and evaluation
Our evaluation mechanism focuses on the collection of success stories (testimonials from participants) during and after the training period.
Monitoring of indicators related to the participants' capacity for action, their level of confidence, their communication and mobilisation skills, their knowledge of good governance principles, assessment of their personal leadership, etc.

1. Antecedentes y justificación
Este programa se está llevando a cabo en la República Democrática del Congo, en la provincia de Kivu Norte. Esta última se describe como el centro neurálgico del compromiso cívico en el país, con una dinámica población juvenil. Una zona caracterizada por tensiones interétnicas y guerras repetidas desde hace más de dos décadas. Esto ha provocado graves violaciones de los derechos humanos que merman las posibilidades de un desarrollo armonioso de las mujeres y los jóvenes.
Los jóvenes son la mayoría de la población, pero desgraciadamente están infrarrepresentados en las instituciones públicas (asamblea provincial, gobierno, divisiones, etc.) y automáticamente excluidos de los espacios de toma de decisiones. Las mujeres jóvenes siguen viéndose afectadas por esta exclusión. La sociedad congoleña está compuesta por un 52% de mujeres, pero sólo representan el 13% en la asamblea nacional y el 12% en las asambleas provinciales. Así pues, la cuestión de la participación de los jóvenes, y más concretamente de las mujeres, se convierte en una necesidad de primer orden. Así pues, la creación de un espacio para la iniciación de los jóvenes en los fundamentos de la gobernanza y el compromiso cívico se ha convertido en una necesidad. Esta es la razón del desarrollo del programa de la Universidad de los Ciudadanos en la RDC.
2. Objetivo general del programa (iniciativa)
Contribuir a la educación cívica de las mujeres y los jóvenes congoleños para que se conviertan en verdaderos actores del cambio y constructores de un nuevo orden sociopolítico y económico en el seno de su sociedad.
2.1 Objetivos específicos
- Promover la cultura de la participación social, económica y política de las mujeres y los jóvenes en la República Democrática del Congo;
- Contribuir a la emergencia de mujeres y jóvenes líderes apasionadas por integrar las instancias de decisión del país;
- Iniciar a las mujeres y a los jóvenes en los métodos y prácticas de la buena gobernanza;
- Promover la emergencia de nuevas mujeres líderes capaces de defender y reivindicar sus derechos mediante técnicas no violentas.
2.2 Enfoque metodológico
- Diálogo intergeneracional para la transferencia de competencias prácticas;
- Pedagogía participativa;
- Seguimiento personalizado en el ámbito del compromiso.
2.3 Resultados
Más de 412 jóvenes de organizaciones de la sociedad civil (universidades, asociaciones, movimientos ciudadanos, ONG, medios de comunicación, sindicatos, partidos políticos, iglesias, etc.) se han beneficiado del programa de la Universidad de los Ciudadanos a lo largo de 2022. Para la cohorte actual esperamos llegar a 1000, ya que el mismo programa ya está abierto en la provincia vecina de Kivu del Sur.
Algunos de los jóvenes que se han beneficiado de este programa se han convertido en líderes y directivos de instituciones públicas y privadas. Muchos de ellos han desarrollado su nivel de confianza para comprometerse como ciudadanos en sus comunidades

2.4. Seguimiento y evaluación
Nuestro mecanismo de evaluación se centra en la recopilación de historias de éxito (testimonios de los participantes) durante y después del periodo de formación.
Seguimiento de indicadores relacionados con la capacidad de acción de los participantes, su nivel de confianza, sus habilidades de comunicación y movilización, su conocimiento de los principios de buena gobernanza, valoración de su liderazgo personal, etc.
