Tizayuca: Implementation process of Agenda 2030 in the municipality
Although we are in the middle of the period set for the fulfillment of the Sustainable Development Goals (SDGs), we cannot say that we are only half way, we must even recover the advantage that had been achieved before the pandemic. The 2030 Agenda for sustainable development is a global agenda but its action is eminently local, so municipalities must make the effort to implement it, it is advisable but presents challenges, one of them being to set up effective governance.
The 25-month documented experience of the municipality of Tizayuca, Hidalgo, Mexico with respect to the implementation process of the 2030 Agenda refers to the need to establish institutional arrangements that are sufficiently recognizable and articulated to offer certainty and a long-term trajectory.
There are a number of actions involving stakeholders to carry forward these efforts:
The establishment of an ad hoc plan on an implementation process for the 2030 Agenda.
- Creation of an office dedicated exclusively to the topic of the 2030 Agenda.
- Creation of a regulation for the 2030 Agenda.
- Creation of a working group and space for local governance (the Agenda 2030 Sub Committee).
- Territorialization of the SDGs. Here we refer to the operation of impact indicators for meeting SDG targets.
- Attention to processes aimed at reporting progress and challenges in terms of localization.
The model of strategic alliances for sustainable development is perhaps the most reasonable proposal for participatory democracy, and that a government can articulate, the support corresponds to the activity that is sought in the group, the deliberations it records, and the decision making it faces.
To date, there have been 9 ordinary and 1 extraordinary COPLADEM sessions, 4 ordinary sessions and 1 extraordinary session of the Agenda 2030 Subcommittee. Although these are the mechanisms of strategic planning referred to in the Mexican planning law, in the case of the municipality of Tizayuca, the social comptrollers have been favorable, as well as the management of the citizen collaboration councils, the latter in charge of the Directorate of Citizen Participation.
As can be observed, the 2030 Agenda has been an idea that articulates government actions, wills and a type of governance outside political parties and ideologies.
In Tizayuca, the actions of the 2030 Agenda have an impact on the future of 168,302 inhabitants.
