Quintana Roo: Quintana Roo's Open Government and Sustainable Development Citizen Gloss
The Glosa Ciudadana de Gobierno Abierto y Desarrollo Sostenible (this is the reporting exercise on open government and sustainable development) was established in 2018 with the objective of citizenizing the executive's report; it has been consolidated as Quintana Roo's emblematic open government exercise. The Gloss has been internationally recognized as a good practice accelerator of SDG 16 by contributing to the progress of effective and transparent institutions that are accountable; likewise, it has been awarded the Copilli 2022 Award, a recognition granted by GIZ and AMEXCID as a good practice of participatory governance and transparency and accountability mechanism in Quintana Roo.
Additionally, the Gloss was considered by the International Partnership for Open Government (OGP) to integrate Quintana Roo in its Local Program as one of the 56 members with the first Action Plan 2021-2022, the commitments of the Action Plan are the same that have been co-created in the Citizen Gloss: budget transparency, citizen participation, violence against women, strategic plan with long term vision and recently anti-corruption and environment; with results and impacts that benefit the people of Quintana Roo:
- A State Budget Transparency Platform.
- Updating of regulations that encourage citizen participation.
- Co-creation of manuals and protocols for the incorporation of youth.
- Reform to the State Planning Law, involving the three branches and levels of government, for the co-creation of a joint vision of Quintana Roo to 2050 with citizen participation.
- Installation of the anti-corruption and environment roundtable, priority attention to environmental governance under the principles of transparency, environmental justice and citizen participation.
The Gloss is a citizen accountability exercise that contributes to the values and principles of democratic governance to co-create through dialogue with the head of the Executive Branch and their cabinet under strict citizen protocols the attention to the priorities of the citizen agenda.
Throughout the six editions of the Glosa (2018-2022), a constant evolution of the citizen agenda has been observed, which translates as results that impact on improving the quality of life of citizens, strengthen the open government agenda in the state and can be a replicable exercise for other entities.
The Citizen Gloss is monitored by the guarantor bodies of transparency to ensure its transparency and level of co-creation between the parties; through action plans by administration and with annual monitoring.
