Pasto: Incidence of the Public Policy of Citizen Participation in the municipality

The formulation of the Public Policy for Citizen Participation, being a goal of the Municipal Development Plan 2020 - 2023 "Pasto La Gran Capital" of the Municipal Mayor's Office of Pasto in the Department of Nariño, Colombia, is the product of the framework agreement signed between the Mayor's Office Municipal de Pasto and the National Network of Local Development Agencies of Colombia - RED ADELCO as executor of the resources of the "Territorial Development Project in the Department of Nariño in conditions of Peace" - PDT Nariño.

The formulation process had two phases supported by the ADELCO Network and PDT Nariño, the first phase was carried out with the technical and methodological support of the Academy through the Mariana University of the Municipality of Pasto, in which it was possible to recognize the problems of citizen participation, in addition to agreeing with community organizations, value groups and the community in general on democracy and participation in the current context.

And the second phase, carried out with the support of the Corporación Centro de Iniciativas por los Derechos y Libertades - CEIDEL Nariño, with a direct invitation to the Economics, Government and Public Policies Research Group of the University of Nariño, aimed to build the final document. which gives way to the formulation of the Public Policy, successfully completing its development and articulation with the institutions and the community of the municipality of Pasto.

The execution period of the phases runs from January 2022 to March 2023, obtaining as a result the consultation, diagnosis and participatory and programmatic formulation of the Public Policy, through the gathering of secondary information that supported the construction of the referential frameworks, principles and policy approaches.

The participatory component was fulfilled with the organization, planning and execution of two (2) forums for citizen participation, six (6) concertation meetings, institutional and community meetings, with the Municipal Council for Citizen Participation and the (40) tables of co-creation work with sectors, territories, populations and institutions, with the participation of approximately 2,500 people, throughout the process.

Derived from this process, the identification of the problem and the diagnostic situation were elaborated, which allowed defining the programmatic proposal of the Public Policy in three axes: Participation, Citizenship and Development; Citizen Participation and Democracy and Citizen Participation in Public Management that include nine (9) strategic lines, ten (10) strategic programs and forty-one (41) strategic public policy actions, which are diagrammed in the Action Planning matrix and Monitoring (PAS), of the Department of National Planning (DNP), which has been adopted by the Pasto Municipal Government.

The final document for the formulation of the Public Policy for Citizen Participation was projected for twelve (12) years, that is, it has a horizon of three administrative periods, in which the indicative or estimated financing strategy that can be adjusted has also been proposed. and that allows having a minimum basis for compliance with the policy, as well as the monitoring, follow-up and evaluation strategy.
