We endorse the focus on results and outcomes. Our evaluative frameworks should not simply look for ‘more’ participation, but develop a nuanced understanding of the purpose, ethics, and political direction of participation. There can be regressive approaches to participation that foreclose political opportunity and reduce autonomy of citizens. We must recognize participation is not a neutral and inalienable ‘good’, but as a strategy that is pursued towards certain ends. Citizens should lead, not only be involved in, the evaluation of public politics and performances of the local government. Hence changing the wording of the last two objectives ‘to enable citizens to be central to the evaluation of the channel and processes of local democracy’; ‘to enable citizens to lead the evaluation of public policies and performances of the local government.’
