La candidatura es presentada por la Área de Participación Ciudadana e Igualdad del Ayuntamiento de Valls (provincia de Tarragona), creada por Decreto de Alcalde número 116/2015, de 16 de junio.

2) ¿En qué consiste la experiencia?

El Ayuntamiento de Valls ha realizado dos procesos de participación de presupuestos participativos durante el 2017 porqué el primero se planteó como un proceso pedagógico para la población. En este sentido fue el Ayuntamiento quién presentó los proyectos que se someterían a votación a finales de junio del año pasado, con el objetivo de facilitar en esta primera fase la formación y el aprendizaje de cara a los presupuestos participativos 2018, en que los proyectos ya los podrían presentar los ciudadanos. Queríamos que la ciudadanía entendiera qué es un presupuesto participativo, en qué consiste el proceso, como se puede participar, como se pueden realizar las propuestas y hacer pedagogía de como se tienen que redactar, insistiendo en la concreción. Por esto las propuestas presentadas por el Ayuntamiento el 2017 eran pensadas como guía para las que presentara la ciudadanía el 2018.

¿Por qué es innovadora?

Es innovadora porqué en el proceso de presupuestos participativos 2018 por primera vez se incorporó el voto online, combinado con el voto presencial. El voto online incorpora la herramienta de identificación digital para las votaciones online. De esta manera, a parte de poder votar presencialmente en los diferentes puntos de votación que se habilitaron, la ciudadanía pudo registrarse a la plataforma “IdCat Mòbil” (https://idcatmobil.seu.cat/ (External link)) para identificarse de manera segura, en tres pasos muy sencillos que se encontraban explicados en la misma web. Así para registrarse solo hacía falta introducir en la plataforma los números de DNI o NIE, de tarjeta sanitaria y de móvil y, a partir de esta identificación, se recibía inmediatamente un código al teléfono indicado para poder votar con seguridad y todas las garantías. El proyecto ha utilizado herramientas y soluciones propias de software libre.

What’s the experience about?

Valls City Council has carried out two participatory budget processes during 2017, because the first one was proposed as a pedagogical process for the population. In this sense, the City Council presented the projects that would be put to the vote at the end of June of last year, with the aim of facilitating training and learning in this first phase in view of the 2018 participatory budgets, in which the projects they could be presented by citizens. We wanted the citizens to understand what a participatory budget is, what the process consists of, how to participate, how proposals can be made and how to write a project, insisting on concretion. That is why the proposals presented by the City Council in 2017 were intended as a guide for the projects that has to be presented by the citizens.

Why is it innovative?

It is innovative because in the participatory budgeting process 2018 for the first time the online vote was incorporated, combined with the in-person vote. Online voting incorporates the digital identification tool for online voting. In this way, apart from being able to vote in person at the different voting points that were enabled, citizens were able to register to the "IdCat Mòbil" platform (https://idcatmobil.seu.cat/ (External link)) to identify themselves in a safe way, in three very simple steps that were explained in the same web. In order to register, it was only necessary to enter the DNI or NIE numbers, health card and mobile number on the platform and, based on this identification, a code was immediately received at the indicated telephone to be able to vote with security and all guarantees. The teechological platform uses open source tools

Quelle est l'expérience?

Le conseil municipal de Valls a réalisé deux budgets participatifs en 2017, car le premier a été proposé en tant que processus pédagogique pour la population. En ce sens, le Conseil Municipal a présenté les projets qui seront mis aux voix fin juin de l'année dernière, dans le but de faciliter la formation et l'apprentissage dans cette première phase en vue des budgets participatifs 2018, dans lesquels les projets ils pourraient être présentés par des citoyens. Nous voulions que les citoyens comprennent ce qu'est un budget participatif, en quoi consiste le processus, comment participer, comment des propositions peuvent être faites et comment écrire un projet, en insistant sur la concrétisation. C'est pourquoi les propositions présentées par le Conseil municipal en 2017 ont été conçues comme un guide pour les projets qui doivent être présentés par les citoyens en 2018.

Pourquoi vous considérez que c’est une pratique innovante?

Il est novateur car, dans le processus de budget participatif 2018, le vote en ligne a été incorporé pour la première fois, combiné au vote en personne. Le vote en ligne intègre l'outil d'identification numérique pour le vote en ligne. De cette manière, outre le fait de pouvoir voter en personne aux différents points de vote qui ont été activés, les citoyens ont pu s'inscrire sur la plateforme "IdCat Mòbil" (https://idcatmobil.seu.cat/ (External link)) pour s'identifier dans un manière sûre, en trois étapes très simples qui ont été expliquées dans le même web. Pour s'enregistrer, il avait suffit d'entrer les numéros DNI ou NIE, la carte santé et le numéro de portable sur la plateforme et, sur la base de cette identification, un code a été immédiatement reçu au téléphone indiqué pour pouvoir voter avec la sécurité et toutes garanties.
