1) ¿Quién presenta la candidatura?
El Día del Barrio es la implementación, un día al año, de la iniciativa del equipo de gobierno del Ayuntamiento de Parets del Vallès (Barcelona) denominada "Concejales de Barrio". El equipo de gobierno actual está formado por 8 ediles del PSC, Partit dels Socialistes de Catalunya. El resultado de esta iniciativa es del trabajo conjunto con diferentes técnicos municipales que facilitan y ayudan en la recopilación de los datos necesarios para mostrar a los vecinos. Se trata de un trabajo transversal en el que intervienen diferentes departamentos del Consistorio.
2) ¿En qué consiste la experiencia?
La iniciativa "Concelajes de Barrio" nace el año 2016.
Se trata de atender un día a la semana y en un espacio concreto a todos los vecinos que tengan cualquier tipo de duda o propuesta relacionada con su barrio. El espacio habilitado se encuentra ubicado en ese barrio y será su edil de la zona el que les atenderá directamente.
La implementación de esta iniciativa se denomina "El día del barrio". Consiste en que además de cada semana atender a los vecinos de ese barrio, una vez al año se rinde cuenta de la respuesta a todas sus demandas y se aprovecha para informarles y recoger su opinión y nuevas propuestas de sus respectivos barrios para hacerlos partícipes de los proyectos municipales de su zona.
Para poder atender con mayor eficacia y eficiencia a todos los vecinos del pueblo (19.000), se ha "dividido" el pueblo en 7 zonas, correspondientes a los 7 ediles de esos barrios. El octavo edil, el alcalde, asiste a las diferentes reuniones que tienen lugar anualmente y de forma esporádica a las semanales en los diferentes barrios.
Todo el mundo puede asistir sin previo aviso para que el regidor de su barrio recoja su queja, demanda, petición, propuesta, sugerencia o le atienda en aquello que desee.
3) ¿Por qué es innovadora?
El hecho de que cualquier vecino, cualquier semana del año, pueda ser atendido sin previa cita por un edil es un claro ejercicio de transparencia y participación, dado que el electo local, le atenderá cara a cara y recogerá su petición con el compromiso de darle respuesta en el menor plazo de tiempo posible.
“El día del barrio” permite una auto evaluación y un seguimiento detallado por parte de la ciudadanía tanto de los proyectos que afectan a su barrio, como de los del pueblo en general.
A parte de las reuniones habituales para recoger propuestas de los vecinos y fomentar su participación en la toma de decisiones de los temas importantes de pueblo, esta práctica permite que, además, se fomente esa participación en temas menores y muy concretos más allá del pueblo, y que afectan directamente a su barrio. Esto significa que cualquier vecino puede dar su opinión y será atendido y respondido si así lo desea sobre cualquier tema o temática que desee.
En resumen, todos los vecinos de Parets, si lo desean, podrán opinar y participar de todos los temas que afecten al pueblo. Se trata de un nivel de participación del 100% y de atención y respuesta “a la carta” en el menor espacio de tiempo posible.
1) Who’s presenting the candidacy?
The Neighbours Day is the implementation, one day a year, of the initiative of the government team of the Parets del Vallès City Council (Barcelona, Spain) called "Aldermen of the Neighborhood". The current government team consists of 8 councilors of the PSC, Socialist Party of Catalonia. 2) What’s the experience about?
The "Aldermen of the Neighborhood " initiative was born in 2016.
It is about attending one day a week and in a specific space to all the neighbors who have any type of doubt or proposal related to their neighborhood. The enabled space is located in that neighborhood and will be your mayor of the area who will attend directly.
The implementation of this initiative is called "The Neighbours Day”. It consists in that in addition to each week to serve the residents of that neighborhood, once a year they give an account of the response to all their demands and take the opportunity to inform them and collect their opinion and new proposals from their respective neighborhoods to make them participants of the municipal projects in your area.
In order to attend all the villagers (19,000) more effectively and efficiently, the town has been "divided" into 7 zones, corresponding to the 7 councilors of those neighborhoods. 3) Why is it innovative?

Apart from the usual meetings to collect proposals from neighbors and encourage their participation in the decision-making of important issues of the people, this practice allows, in addition, to encourage participation in minor and very specific issues beyond the town, and that directly affect your neighborhood. Le Jour du Voisins est l'implémentation, un jour à l'an, de l'initiative de l'équipe de gouvernement de la Mairie de Parets del Vallès (Barcelone, Espagne) dénommée "Conseillers de Quartier". L'équipe de gouvernement actuel est formé par 8 ediles du PSC, Parti Socialiste de la Catalogne. Le résultat de cette initiative est du travail conjoint avec des différents techniciens municipaux qu'ils facilitent et ils aident dans le résumé des données nécessaires pour montrer aux voisins. Il s'agit d'un travail transversal dans lequel interviennent des différents départements de l'Hôtel de ville.
2) Quelle est l'expérience?
L'initiative "Conseillers de Quartier " naît l'an 2016.
Il s'agit de répondre un jour à la semaine et dans un espace concret à tous les voisins qu'ils aient n'importe quel type de doute ou proposition liée avec son quartier. L'espace habilité se trouve placé dans ce quartier et il sera sa conseillère municipale de la zone celui qui leur répondra directement.
L'implémentation de cette initiative se dénomme "Le Jour du Voisins". Il consiste à que outre chaque semaine répondre aux voisins de ce quartier, une fois à l'an il se rend compte de la réponse à toutes ses demandes et il se profite de pour leur informer et ramasser son opinion et des nouvelles propositions de ses respectifs quartiers pour les faire participants des projets municipaux de sa zone.
Pour pouvoir répondre avec majeure efficacité et efficacité à tous les voisins du village (19.000), s'est "divisé" le village en 7 zones, correspondantes aux 7 ediles de ces quartiers. 3) Pourquoi vous considérez que c’est une pratique innovante?

À part des réunions habituelles pour ramasser propositions des voisins et promouvoir sa participation dans la prise de décisions des thèmes importants de village, cette pratique permet que, en plus, il se promeuve cette participation en des thèmes moindres et très concrets au-delà du village, et qu'affectent directement à son quartier. Ceci signifie que n'importe quel voisin peut donner son opinion et il sera répondu si ainsi le souhaite sur n'importe quel thématique que souhaite.
En resumen, tous les voisins de Parets, si le souhaitent, ils pourront penser et participer de tous les thèmes qu'affectent au village. Il s'agit d'un niveau de participation de 100% et d'attention et réponse “à la lettre” dans le moindre espace de temps possible.
