1) Who’s presenting the candidacy? (100 words)
The proposal is being submitted by the City Hall of the Municipality of Valongo, a Municipality with 75 km2 territory and where the cities of Alfena, Ermesinde and Valongo live side by side with the villages of Campo and Sobrado. With approximately 100,000 inhabitants, Valongo is strategically located in the Metropolitan Area of Porto, with excellent accessibility to the second largest city in the country.
Valongo has a rich and diverse identity, with unique regional features and is now strategically focused on the construction of a qualified and balanced territory, prepared to welcome investment and promote the establishment of people.
2) What’s the experience about? (300 words)
The practice that is being submitted is our umbrela project A More Enlightened Community, a More Participative Community. We believe that the more clear and true information we provide, the more apt and interested citizens will be, as well as more equipped to participate in decision-making processes and actions aimed at improving the quality of life of citizens and the municipality. Through this practice and its subsequent initiatives, we aim to build a dynamic, sustainable, innovative and people-centered municipality. To achieve this, we have, since 2014, implemented a series of initiatives promoting public access to information so as to ensure that all citizens acquire the knowledge and skills in order to cherish and maintain a sustainable development.
Within this practice, a few of the initiatives that have been carried out are:
- Accountability Week, where the aim is to stimulate the involvement of the population in local governance, providing accurate information on municipal management and promoting transparency on the use of public resources;
- The platform “Tá Claro!” which was launched with the aim to enlighten the population on basic notions and ways of functioning of the Municipality and all its services.
- Short Manual of Local Citizenship, an accessible and appealing handbook aimed at replicating the basic notions of local democracy;
- Brief Courses on Citizenship, where local democracy, citizenship, democratic values, are discussed;

- Participatory Youth Budget of Valongo, a project that allows young people from 6 to 35 years of age to engage in a more constructive and participatory way in the community by creating a dynamic and critical thinking about the region where we are inserted, allowing them to present ideas, build them, debate and lead to their realization;
There are many other initiatives within this project, all created with the same objective in mind.
3) Why is it innovative? (150 words)
With this practice, A More Enlightened Community, a More Participative Community, we aim to educate for citizenship. We believe that we are all on a collective journey of collaborative partnership, where each individual is both the product and the key element to help develop a responsive, inclusive, and participatory and representative citizenship at all levels. By empowering the citizens, we are allowing both the individual and the community to grow and be happy.
Its innovation lies in giving citizens more power through more and better information about the life of the Municipality and how public resources are managed, as we believe that this will be a strong stimulus to the critical spirit and the will to participate and to contribute to the fight against civic ignorance. With this practice, we aim to turning the Municipality to a living school for Citizenship, without fears of opening the door of participatory democracy.

La propuesta está siendo presentada por el Ayuntamiento de la Municipalidad de Valongo, un municipio con 75 km2 de territorio y donde las ciudades de Alfena, Ermesinde y Valongo conviven con los pueblos de Campo y Sobrado. Con aproximadamente 100,000 habitantes, Valongo se encuentra estratégicamente ubicado en el Área Metropolitana de Oporto, con excelente acceso a la segunda ciudad más grande del país.
Valongo tiene una identidad rica y diversa, con características regionales únicas y ahora se enfoca estratégicamente en la construcción de un territorio calificado y equilibrado, preparado para recibir inversiones y promover el establecimiento de personas.
2) En qué consiste la experiencia? (300 palabras)
La práctica que se presenta es nuestro proyecto umbrela Una Comunidad Más Esclarecida, una Comunidad Más Participativa. Creemos que a medida que proporcionemos información más clara y verdadera, los ciudadanos estarán más aptos y interessados, así como más capacitados para participar en los procesos de toma de decisiones y acciones dirigidas a mejorar el municipio. A través de esta práctica y sus iniciativas posteriores, buscamos construir un municipio dinámico, sostenible, innovador y centrado en las personas. Para lograr esto, desde 2014 hemos implementado una serie de iniciativas que promueven el acceso público a la información a fin de garantizar que todos los ciudadanos adquieran los conocimientos y habilidades para apreciar y mantener un desarrollo sostenible.
Dentro de esta práctica, algunas de las iniciativas que se han llevado a cabo son:
- Semana de Responsabilidad, donde el objetivo es estimular la participación de la población en la gobernanza local, proporcionando información precisa sobre la gestión municipal y promoviendo la transparencia en el uso de los recursos públicos;
- La plataforma "Tá Claro!" que se lanzó con el objetivo de informar sobre las nociones básicas y formas de funcionamiento de la Municipalidad y sus servicios.
- Manual breve de ciudadanía local, un manual accesible y atractivo destinado a reproducir las nociones básicas de la democracia local;
- Breves cursos sobre ciudadanía, donde se debaten la democracia local, la ciudadanía, los valores democráticos;

- Presupuesto Participativo Joven de Valongo, que permite a los jóvenes entre 6 y 35 años de edad para participar de una manera más constructiva y participativa en la comunidad mediante la creación de un pensamiento dinámico y crítico sobre la Municipalidad, lo que les permite presentar ideas, construirlas y conducir a su realización;

Con esta práctica, Una Comunidad Más Esclarecida, una Comunidad Más Participativa, buscamos educar para la ciudadanía. Creemos que todos estamos en un viaje colectivo de colaboración, donde cada individuo es tanto el producto como el elemento clave para ayudar a desarrollar una ciudadanía receptiva, inclusiva y participativa en todos los niveles. Al empoderar a los ciudadanos, estamos permitiendo que tanto el individuo como la comunidad crezcan y sean felices.
Su innovación radica en dar más poder a los ciudadanos a través de más y mejor información sobre la vida de la Municipalidad y cómo se gestionan los recursos públicos, ya que creemos que esto será un fuerte estímulo para el espíritu crítico y la voluntad de participar y contribuir a la luchar contra la ignorancia cívica. Con esta práctica, pretendemos convertir al Municipio en una escuela viva para la ciudadanía, sin temores de abrir la puerta a la democracia participativa.

La proposition est soumise par la mairie de la municipalité de Valongo, qui a un territoire de 75 km2 et où les villes d'Alfena, Ermesinde et Valongo vivent côte à côte avec les villages de Campo et Sobrado. Avec environ 100 000 habitants, Valongo est situé dans la zone métropolitaine de Porto, avec une excellente accessibilité à la deuxième plus grande ville du pays.
Valongo a une identité riche et diversifiée, avec des caractéristiques régionales uniques et est maintenant stratégiquement axée sur la construction d'un territoire qualifié et équilibré, prêt à accueillir des investissements et à promouvoir l'établissement de personnes.

La pratique qui est soumise est notre projet parapluie Une Communauté plus Éclairée, une Communauté plus Participative. Nous croyons que les informations les plus claires et les plus vraies que nous fournissons seront les plus aptes et les plus intéressés à participer aux processus décisionnels et aux actions visant à améliorer la qualité de vie des citoyens et de la municipalité. Grâce à cette pratique et à ses initiatives subséquentes, nous visons à bâtir une municipalité dynamique, durable, innovatrice et axée sur les personnes. Pour y parvenir, nous avons mis en place, depuis 2014, une série d'initiatives visant à promouvoir l'accès public à l'information afin que tous les citoyens acquièrent les connaissances et les compétences nécessaires pour entretenir et maintenir un développement durable.
Dans cette pratique, quelques-unes, entre autres, des initiatives qui ont été menées sont:
- Semaine de la responsabilité, pour stimuler l'implication de la population dans la gouvernance locale, de fournir des informations précises sur la gestion municipale et de promouvoir la transparence sur l'utilisation des ressources publiques;

3) Pourquoi vous considérez que c’est une pratique innovante? (150 mots maximum)
Avec cette pratique, une communauté plus éveillée, et plus participative, nous visons à éduquer à la citoyenneté. Nous croyons que nous sommes tous sur un chemin collectif de partenariat collaboratif, où chaque individu est à la fois le produit et l'élément clé pour aider à développer une citoyenneté réactive, inclusive, participative et représentative à tous les niveaux. En responsabilisant les citoyens, nous permettons à l'individu et à la communauté de grandir et d'être heureux.
Son innovation consiste à donner plus de pouvoir aux citoyens grâce à des informations plus nombreuses et de meilleure qualité sur la vie de la municipalité et la gestion des ressources publiques. Nous croyons que cela stimulera fortement l'esprit critique et la volonté de participer et de contribuer à la lutte contre l'ignorance civique. Nous visons à transformer la municipalité en une école vivante pour la citoyenneté, sans craindre d'ouvrir la porte de la démocratie participative.

Hello Niang, thank you for your interest in our project and for your comment.
The Participatory Youth Budget of Valongo (www.opjv.cm-valongo.pt (Lien externe)) aims to involve and inspire young people to participate and become involved with the community in a constructive manner, as well as raise awareness to the existing democratic practices. This said, we accept any project (within the participation norms of the PYB) the young people submit. Many projects are thought-out and created having the necessities of the young people in mind. But many other projects are submitted having the whole community in mind, meaning the young people are aware of the necessities of others and that they can make a difference.
The projects are financed/receive na award of 10’000 to implement their ideas, are selected during a prolonged voting period.
Your initiative focuses on Participatory Budgeting for young people aged 6 to 35 in Valongo. What initiatives for the welfare of young people are funded? How did you come up with the money?

Using the example of this year’s edition, we have a total of 120’000 EUR available for 12 projects. In order to give response to the necessities/wishes of the many youth communities, there are three main categories: scholar/school category, extra-curricular category, and generation category. The Budget is organized as follows:
- Scholar Category – 5 winning projects – 50’000 EUR, meaning 10’000 EUR for each project;
- Extra-curricular Category – 5 winning projects - 50’000 EUR, meaning 10’000 EUR for each project;
- Generation Category – 2 winning projects – 20’000 EUR, meaning 10’000 EUR for each project;
Citizens between 6 and 35 years can vote in 3 projects (one of each category) they would like to see implemented. After the voting period, the projects with the most votes win!

Hello Marco, the PYBV is coordinated by a team from the Division of Citizenship and Youth of the Municipality of Valongo, but throughout the process other individuals and focus groups from other divisions and areas are involved, for example, the Board of Technical Analysis, a transdisciplinary group of profissionals from several areas that analyse every submitted project, with the objective to understand if the execution of the idea is viable. Everything is then reported to the coordination team, which makes the connection between all the involved parties. Updates related to the process are directly communicated to the participant. This constant collaboration and involvement is seen as part of the whole process.
But not only is it a tool to promote citizen participation, but also a facilitated communication channel, through which citizens between the age of 6 to 35 share their ideas and wishes for the community! I hope to have answered your question! Best regards
