Changements sur "Budget Participatif de Djougou"

The participatory budget is a budget planning tool that has proven to be a tool that would allow communes to practice citizen participation in the elaboration and implementation of the communal budget on the one hand, and transparency through the information of the population on the content of the budget and the commune's Annual Investment Plan (AIP) on the other. 

This tool was implemented in the commune as part of the open government project thanks to the technical support of Social Watch Benin with the financial and technical support of the U.S. Department of State. Its main objective is to contribute to strengthening the implementation of open government principles in Benin's communes.  

Led by a steering committee, the Participatory Budget was implemented through the organization of fóra at the district level, the organization of the communal fórum and the prioritization of needs at the communal level. 

All in all, the Participatory Budget made it possible to identify the needs of the population in a participatory manner, to prioritize them and to allocate resources from the commune's own resources.

El presupuesto participativo es una herramienta de planificación presupuestaria que ha demostrado ser un instrumento que permitiría a las comunas practicar la participación ciudadana en la elaboración y ejecución del presupuesto comunal, por un lado, y la transparencia a través de la información de la población sobre el contenido del presupuesto y el Plan Anual de Inversiones (PAI) de la comuna, por otro. 

Esta herramienta se implementó en la comuna como parte del proyecto de gobierno abierto gracias al apoyo técnico de Social Watch Benín con el apoyo financiero y técnico del Departamento de Estado de Estados Unidos. Su principal objetivo es contribuir a reforzar la aplicación de los principios del gobierno abierto en los municipios de Benín.  

Dirigida por un comité directivo, la aplicación del Presupuesto Participativo se hizo mediante la organización de fórums a nivel de los distritos, la organización del fórum comunal y la priorización de las necesidades a nivel comunal. 

En definitiva, el Presupuesto Participativo permitió identificar las necesidades de la población de forma participativa, priorizarlas y asignar recursos con los propios de la comuna.

Le budget participatif est un outil de planification budgétaire, qui s’est avéré un outil qui permettrait aux communes de pratiquer d’une part la participation citoyenne à l’élaboration et la mise en œuvre du budget communal et d’autre part la transparence à travers l’information des populations sur le contenu du budget et du Plan annuel d’investissement (PAI) de la commune. 

Cet outil a été mis en œuvre dans la commune dans le cadre du projet gouvernement ouvert  grâce à l’appui technique de Social Watch Bénin avec l’appui financier et technique du Département d’Etat du Gouvernement Américain. Il a pour objectif principal de contribuer au renforcement de la mise en œuvre des principes du gouvernement ouvert dans les communes du Bénin.  

Conduite par un comité de pilotage, la mise en œuvre du Budget participatif s’est faite à travers l’organisation des fóra au niveau des arrondissements, l'organisation du fórum communal et de la priorisation des besoins au niveau communal. 

Au total le Budget participatif a permis de recenser de façon participative les besoins des populations, de les prioriser et d’affecter des ressources des ressources propres de la commune.
