Catalonia: Citizen Assembly for the Climate

At the end of September 2023, any citizen of Catalonia will be able to receive one of a total of 20,000 invitations, to be selected by lottery and form part of an assembly of 100 citizens with different sociodemographic profiles, with the task of analyzing in depth, between November 2023 and February 2024, specific challenges of climate change and the fields of energy and agribusiness in Catalonia, and prepare recommendations for public policies. Their dedication and work for climate policies will be financially compensated and transportation, diet or care services will be provided.

Stratified lottery
: Improves inclusion, equal access, diversity and representativeness
Transparency and integrity: Governance and supervision model of experts and diverse stakeholders
Quality deliberation: outside of polarization or partisan logic. Diversity of positions and learning phase for the analysis and resolution of political dilemmas.
Compensation and incentives: facilitating access to participate and give value to an intense exercise of citizen participation.
Results and impact: Well-informed recommendations and consensus for decision making. Contribution to democratic innovation both in Catalonia and in Europe (through the Horizon project- CLIMAS Grant Agreement Number: 101094021)
