Los Cabos: The Integral Citizen Observatory, a new model for local co-governance
The Integral Citizen Observatory of Los Cabos, (OCI Los Cabos), Baja California Sur, Mexico, was founded on September 21, 2015, by a group of citizens seeking to have an active citizen participation with municipal authorities and to be decisive actors in public policy.
It is constituted by a team of conscientious citizens, volunteers, willing to give part of their time to review the performance of the local government and improve the quality of life of the inhabitants of the municipality.
It verifies the performance of the municipal administration based on the 39 indicators of ISO 18091:2019 and the 17 SDGs of the 2030 Agenda, providing an annual diagnosis that works as a tool for continuous improvement.
It reviews evidence, issues recommendations and proposals that reorient public policies or government programs, follows up on proposals and keeps citizens informed.
Its objective is to encourage the municipal government to organize its activities and performance with quality, sustainability, transparency and efficiency, in order to become a reliable government.
Eight annual diagnoses have been prepared, which have been an input for the Municipal Development Plan of each municipal administration. They are considered as part of the promotion towards a more participative governance and a shared co-responsibility in the redesign of public policies. They have been part of the drafting of the municipal problems, considering the recommendations issued in each of the ISO 18091 indicators, in the strategic axes, objectives, goals and actions and as part of the promotion towards a more participatory governance and a shared co-responsibility in the redesign of public policies in the achievement of the objectives.
We have the support of the International Foundation for the Development of Reliable Governments (FIDEGOC), for the implementation and methodology of the standard, as well as ongoing training. And with the support of the Participa Foundation, whose objective is to promote the innovative model of reliable citizen participation, are the OCI's based on ISO 18091, which has as a model the OCI Los Cabos, and that according to the doctoral thesis is presented as a model for the world.
The OCI Los Cabos has been invited to participate in various national and international activities and forums, contributing the information and knowledge obtained through the Observatory's own work and jointly evaluating the services provided by the local government to citizens.
