Você Prefeito nas Escolas consisted of developing a new practice in the city of João Pessoa (Paraíba, Brazil), whereby children and teenagers were able to vote in the demand elections, a democratic tool in which only adults could participate. This new audience was able to vote, exercising their participatory citizenship, an innovative element within democratic practices in Brazil, thus massively strengthening the protagonism of children, teenagers and young people in our city.
The programme went further, not only including this group in the electoral process, but also creating a new phase in which dialogue circles were held on everyday topics, in which the protagonists chose the topic they would like to discuss, such as: culture of peace, racism, religious intolerance, youth protagonism, the statute for children and adolescents, self-knowledge, coexistence and respect were the topics covered and the facilitators of each topic were the most diverse. This phase was concluded satisfactorily, the feedback was very positive, the public praised it and asked for the project to return with new topics. The next phase of the You Mayor in Schools project will be carried out in the second half of 2024, with the meeting of the ‘Young Manager’. Two protagonists will be chosen from each school included in the project and they will have a different experience: they will spend the day with the mayor of the city and will see for themselves how public management works.
Youth protagonism is a way of recognising that the participation of children and adolescents can generate decisive changes in the social, environmental, cultural and political reality in which they find themselves. In this sense, participation for adolescents means getting involved in processes of discussion, decision, design and execution of actions, with the aim of developing their creative potential and transformative power through their involvement in solving real problems.
Therefore, the You Mayor in Schools programme, through the João Pessoa City Council and the Executive Secretariat for Popular Participation in particular, which created the programme, has innovated in the youth protagonism sector, inserting a group whose rights were limited and expanded, giving democratic participation a turn and changing the paradigm of this public, thus exercising citizenship and collective construction, helping to make decisions by voting on the public policy that is needed and making the city more democratic.

", "Você Prefeito nas Escolas a consisté à développer une nouvelle pratique dans la ville de João Pessoa (Paraíba), par laquelle les enfants et les adolescents ont pu voter aux élections municipales, un outil démocratique auquel seuls les adultes pouvaient participer. Ce nouveau public a pu voter, en exerçant sa citoyenneté participative, un élément novateur dans les pratiques démocratiques au Brésil, renforçant ainsi massivement le rôle des enfants, des adolescents et des jeunes dans notre ville.
Le programme est allé plus loin, non seulement en incluant ce groupe dans le processus électoral, mais aussi en créant une nouvelle phase au cours de laquelle des cercles de dialogue ont été organisés sur des sujets quotidiens, dans lesquels les protagonistes choisissaient le sujet qu'ils souhaitaient aborder : la culture de la paix, le racisme, l'intolérance religieuse, le rôle des jeunes, le statut des enfants et des adolescents, la connaissance de soi, la coexistence et le respect ont été les sujets abordés et les animateurs de chaque sujet ont été les plus divers. Cette phase a été conclue de manière satisfaisante, les réactions ont été très positives, le public a fait l'éloge du projet et a demandé à ce qu'il revienne avec de nouveaux sujets. La prochaine phase du projet Toi, le Maire de l’École se déroulera au second semestre 2024, avec la rencontre du « Jeune Manager ». Deux protagonistes seront choisis dans chaque école incluse dans le projet et ils vivront une expérience différente : ils passeront la journée avec le maire de la ville et verront de leurs propres yeux comment fonctionne la gestion publique.
L’investissement des jeunes est une façon de reconnaître que la participation des enfants et des adolescents peut générer des changements décisifs dans la réalité sociale, environnementale, culturelle et politique dans laquelle ils se trouvent. En ce sens, la participation des adolescents signifie s'impliquer dans des processus de discussion, de décision, de conception et d'exécution d'actions, dans le but de développer leur potentiel créatif et leur pouvoir de transformation à travers leur implication dans la résolution de problèmes réels.
Par conséquent, le programme Toi, le Maire de l’École, par l'intermédiaire du conseil municipal de João Pessoa et du secrétariat exécutif pour la participation populaire en particulier, qui a créé le programme, a innové dans le secteur de la participation des jeunes, en insérant un groupe dont les droits étaient limités et élargis, en donnant un tour à la participation démocratique et en changeant le paradigme de ce public, en exerçant ainsi la citoyenneté et la construction collective, en aidant à prendre des décisions en votant sur la politique publique nécessaire et en rendant la ville plus démocratique.

Você Prefeito nas Escolas consistió en el desarrollo de una nueva práctica en la ciudad de João Pessoa (Paraíba), por la que niños y adolescentes pudieron votar en las elecciones de demanda, una herramienta democrática en la que sólo podían participar los adultos. Este nuevo público pudo votar, ejerciendo su ciudadanía participativa, un elemento innovador dentro de las prácticas democráticas en Brasil, reforzando así masivamente el protagonismo de niños, adolescentes y jóvenes en nuestra ciudad.
El programa fue más allá, no sólo incluyendo a este grupo en el proceso electoral, sino también creando una nueva fase en la que se realizaron círculos de diálogo sobre temas cotidianos, en los que los protagonistas elegían el tema que querían debatir, como por ejemplo: cultura de paz, racismo, intolerancia religiosa, protagonismo juvenil, estatuto del niño y del adolescente, autoconocimiento, convivencia y respeto fueron los temas tratados y los facilitadores de cada tema los más diversos. Esta fase concluyó satisfactoriamente, el feedback fue muy positivo, el público lo elogió y pidió que el proyecto volviera con nuevos temas. La próxima fase del proyecto Usted Alcalde en la Escuela se realizará en el segundo semestre de 2024, con el encuentro del «Joven Gestor». Se elegirán dos protagonistas de cada escuela incluida en el proyecto y tendrán una experiencia diferente: pasarán el día con el alcalde de la ciudad y verán por sí mismos cómo funciona la gestión pública.
El protagonismo juvenil es una forma de reconocer que la participación de niños y adolescentes puede generar cambios decisivos en la realidad social, ambiental, cultural y política en la que se encuentran. En este sentido, la participación de los adolescentes significa involucrarse en procesos de discusión, decisión, diseño y ejecución de acciones, con el objetivo de desarrollar su potencial creativo y su poder transformador a través de su implicación en la resolución de problemas reales.
Por lo tanto, el programa Usted Alcalde en la Escuela, a través del Ayuntamiento de João Pessoa y de la Secretaría Ejecutiva de Participación Popular en particular, que creó el programa, ha innovado en el sector del protagonismo juvenil, insertando a un grupo cuyos derechos estaban limitados y ampliándolos, dando un giro a la participación democrática y cambiando el paradigma de este público, ejerciendo así la ciudadanía y la construcción colectiva, ayudando a tomar decisiones votando la política pública que se necesita y haciendo que la ciudad sea más democrática.
