2025 Award "Best Practice in Citizen Participation"

The Children's Council of Valongo is an initiative implemented by the Municipality of Valongo, integrated into the international program "La Città dei Bambini," aimed at promoting civic participation from childhood. The project recognizes children as full citizens, capable of contributing to the improvement of the territory where they live, and its goal is to actively involve them in municipal decision-making processes.

The initiative involves creating a space where children between the ages of 8 and 9, selected by lottery, have the opportunity to debate relevant topics for their community, propose innovative ideas, and collaborate in the development of public policies. The selection of council members takes into account representativeness criteria, such as gender equity and the inclusion of all parishes within the municipality.

With biweekly meetings, the project provides a safe and participatory environment where council members are encouraged to express their ideas, debate with their peers, and propose concrete solutions to the challenges identified in the municipality. The project is guided by methodologies adapted to the participants' age group, with playful and expressive dynamics.

Since its implementation, the Council has proven to be an effective tool for integrating children's perspectives into municipal policies. An example of this is the children's involvement in the Valongo Traditional Toy Workshop, where they participated in the development of proposals for themed workshops based on their ideas and concerns about sustainability.

During the sessions, children share their perceptions of their local areas, point out problems, and suggest improvements, strengthening their sense of responsibility and belonging.

At the same time, the project promotes essential skills such as critical thinking, autonomy, teamwork, and civic intervention.

The initiative reflects the Municipality of Valongo's commitment to listening to and valuing the perspective of children, contributing to the construction of a more inclusive, sustainable, and future-oriented territory, where all voices are heard and respected.

This project is an inspiring example of how children's participation can enrich public policies and strengthen local democracy.
