Benito Juárez Mayor's Office: The Municipality with Sustainable Governance

The Municipality with Sustainable Governance practice of the Benito Juárez Municipality is unique in its kind, starting from a population of 434,153, located in the heart of Mexico City, which in the latest report of the United Nations Development Program “Analysis Platform for Development 2024” is considered the locality with the highest Human Development Index and closest to fulfilling the country's 2030 Agenda, in turn, according to INEGI 2025, it is the safest in Mexico and also the one that in the last elections 2024, had the highest voter turnout rate of 75%, electing the current mayor with 71%, taking office on October 1, 2024.

Such margins mean that it has unique governance practices, such as the neighborhood involvement for more than 20 years of the neighborhoods that have mechanisms for participation in the participatory budget, as well as consultation in each of the local public affairs, so that in this new administration, it evolved to achieve full and sustainable governance, starting from October 1, 2024 with the following actions:

  1. The creation of the General Directorate of Neighborhood Participation and Liaison

  2. The training of community mediators who settle disputes to avoid litigation, who are private and professional.

  3. The ongoing training of neighborhood leaders so that they can replicate in their neighborhoods

  4. The signing of the collaboration agreement with the United Nations Development Program so that the 2024-2027 Government Program was aligned with the 2030 Agenda, as well as having permanent training for officials and citizens.

  5. The first historic and unique consultation in the Mayor's Office of Mexico to shape the 2024-2027 Government Program.

Such exercises have had an interwoven communication strategy, the inclusion of vulnerable groups, the evaluation with temporality and involvement of citizens and special groups, making it the pioneer of democracy in Mexico, where the results speak for themselves and currently seeking that this citizenship joins in the fulfillment of the SDGs less than a decade from its closure, in which the local is the cornerstone.
