Tucumán Province: Model of the State Secretariat for Citizen Participation

The model of the State Secretariat for Citizen Participation consists of a comprehensive approach to strengthening peaceful coexistence and reducing violence, based on a citizen culture approach, taking into account the theory of social representations, and the need to educate communities in skills for participating in public management. This is done within the paradigm of open government and democratic public safety, addressing the prevention of both physical and digital violence. Through various initiatives, this practice tackled key issues such as the cultures of peace, encounter, innovation, legality and prevention, aiming to create a more informed and active citizenry, both in the physical and digital realms.

The practice involved the implementation of innovation labs, design thinking methodology, and trained facilitators for community interaction. A fundamental aspect was the creation of a system that links training, action, participation, prevention, and networking, which served as a training space for citizens of all ages, teaching principles of coexistence and best practices, both in physical and digital spaces.

The project was supported by programs that facilitated direct communication between citizens and authorities, promoting clear language, open, and transparent dialogue. The practice also targets at-risk groups, working with protective factors from a multi-agency perspective.

In this way, the Secretariat was designed, shaping the model. Through the various programs and projects, social needs are articulated, which are expressed by different actors, ranging from neighbors directly, to institutions such as neighborhood clubs, schools, universities, and civil society organizations, with connections to security forces. With this design, the State Secretariat for Citizen Participation has aimed to accommodate multiple interactions flexibly, always prioritizing the citizen.
