Maipú: Responsible Active Participation Program (PAR)
The Responsible Active Participation Program (PAR) of Maipú, Mendoza, is a participatory budgeting initiative that began in 2007 and has become one of the longest-running and most successful experiences of its kind in Argentina, with uninterrupted execution for 18 years and 5 executive terms. This program allows residents to decide how municipal resources are invested in projects that directly impact their community, continually adapting to the needs of the population.
Since its inception, PAR has evolved in both its methodology and areas of intervention. Initially, it covered broad categories, but now it works with specific categories such as Childhood, Rural Areas, Community Organizations, and Youth, allowing for a more direct approach to citizens' demands. The incorporation of digital platforms has modernized participation, especially during the pandemic, enabling a hybrid model of in-person and virtual meetings.
Financially, the program has experienced sustained growth. In 2024, the budget reached 324 million pesos, and it will double to 600 million in 2025, reflecting the high demand and positive impact of PAR. In terms of participation, it has had an average annual increase of 29%, surpassing expectations in 9 of the 16 editions. Available data reflects constant growth in both the number of people participating in the project selection process and the budget allocated to the program.
PAR has been essential in transforming Maipú, improving infrastructure and generating greater involvement from its residents. Its success has led to its institutionalization through Municipal Ordinance No. 4.448/08, ensuring its continuity and elevating Maipú as a model for other municipalities. In summary, PAR has strengthened the participatory culture, consolidating itself as an effective and transformative public policy.
