Montevideo - The Neighborhood Tables: A Strategy for Integration and Community Protection in the Neighborhoods of Montevideo
The Neighborhood Tables are an initiative aimed at transforming living conditions in neighborhoods of Montevideo characterized by high levels of social exclusion and housing precariousness—issues that complicate coexistence and the implementation of urban transformations. The intervention seeks to transform these spaces through strengthening neighborhood organization and developing inclusive urban projects. The approach is based on: territorial integration, recognition of pre-existing community processes, material action for habitat transformation, and the promotion of collective participation.
Since its inception in 2022, the tables have served as a platform for identifying structural issues and designing intervention strategies tailored to the particularities of each territory. The process is iterative: each action implemented is evaluated alongside the community to adjust it according to emerging needs. Interventions have included improvements in infrastructure (street repairs, sanitation connections, public spaces), community gathering spaces (workshops, neighborhood events), and urban services (new bus routes, mobile clinics). These actions have provided immediate responses to urgent problems while consolidating a strategy aligned with the policies of the Montevideo City Government.
Communication with the community is a fundamental pillar, ensuring the dissemination of information, accountability, and the active integration of residents. This approach has strengthened community ties and improved trust in public management. The evaluation process has included the creation of a results map, and success indicators have been defined, such as infrastructure improvements and increased citizen participation.
To date, more than 3,000 people have participated, contributing to the co-creation of solutions for their communities. The practice has influenced local governance by consolidating a participatory model that optimizes resource management and strengthens coordination between citizens and authorities. The process has been systematized, ensuring the continuity and replicability of the model in other territories. This innovative approach demonstrates the power of collective organization, recognizing community capabilities and promoting social inclusion through dialogue and joint action.
