The program Viña es Tuya: Participatory Management of Public Spaces in the Viña del Mar Commune is a practice that aims to raise the standards of citizen participation in this city. It involves the people who live in the 12 distinct and diverse sectors that make up this city, but it also works at the neighborhood scale, as most requests for public space improvements and renaming come from there. This creates harmonious collaboration that strengthens community ties and empowers citizens regarding the importance of being involved in decisions about their immediate environment. Furthermore, it supports public policy expressed in the municipal ordinance on citizen participation, with regulations that provide participatory foundations.
Viña es Tuya is a model installation for participation in public and community space design projects, based on promoting the right to the city, as a social construction of public space. With this practice, affirmative actions are implemented that systematically address territorial inequality by prioritizing historically excluded sectors, through focused workshops for priority groups, to ensure the creation of a city that meets the needs of its diverse population.
Its objectives include fostering the social reproduction of public space by identifying the dynamics and actors involved in its use, making these actors visible through establishing a relationship between public space usage and citizenship construction, and analyzing how the space can promote participation.
This municipal work model has also generated changes within the municipality of Viña del Mar, as it has become a systematic work process that involves technical teams helping translate technical information into a citizen-friendly language, thus strengthening the ties between this local government, its municipal bodies, and its residents. The goal is always to design a methodological approach that is situated and relevant, ensuring that participation spaces are both useful and friendly to all Viña del Mar residents, regardless of their sector.
