Póvoa de Varzim: Climate Center
The Climate Center of Póvoa de Varzim is a collaborative hub for climate action, citizen participation, and environmental regeneration. Established in 2023 through a partnership between the Municipality of Póvoa de Varzim, BIOPOLIS, and the Rates Parish Council, the Center fosters a participatory approach to climate resilience by engaging local communities, institutions, and policymakers in co-creating sustainable solutions. Through initiatives such as Juntos pelo Clima, the Citizen Assembly, Guardiões da Natureza, and Jovens pelo Clima, over 1,500 people have actively participated in climate discussions, educational programs, and hands-on environmental projects. The Citizen Group, created by the Climate Center, meets to discuss sustainability challenges and propose actionable solutions to local governance bodies.
One of the key achievements of the Climate Center has been leading the development of the Municipal Climate Action Plan, incorporating public input collected through its participatory activities. This marks a milestone in integrating citizen engagement into policy design. Additionally, the Center has played a transformative role in the Municipality of Póvoa de Varzim, which previously lacked a dedicated climate department. Today, the Center is a key driver in implementing sustainability strategies at the local level. The Center's methodology is based on participatory governance, scientific knowledge, and hands-on engagement, adapting actions to urban, rural, and coastal ecosystems. Activities include reforestation projects, environmental education in schools, and collaborative governance models that empower citizens, businesses, and institutions.
Innovation is a cornerstone of this practice. The Climate Center goes beyond traditional environmental initiatives by integrating scientific research, practical action, and citizen engagement into a holistic approach to climate resilience. It links local efforts to broader bioregional and global strategies, ensuring that solutions are both locally relevant and globally informed. By institutionalizing citizen participation in climate governance, the Climate Center ensures long-term public engagement, community-led solutions, and a model of collaborative environmental action. This initiative has not only reinforced participatory democracy in Póvoa de Varzim but has also set a precedent for how local governments and communities can co-create sustainable futures.
