The ECITT (Community Territorial Intervention Team Trancas / Tucumán) developed a participatory response model for vulnerable communities in remote and rural areas, as well as nomadic groups, addressing the intersectionality of Disability–Poverty–Rurality–Non-Institutionalization. It articulated and coordinated initiatives with the Third Sector and Civil Society, transforming the needs claimed or reported by residents into Municipal Public Policy. Neighbors, as well as participants, assume the role of a Consultative Advisory Council.

Trancas: Equipo Comunitario de Intervención Territorial Trancas (ECITT)/Tucumán

A participatory and collaborative mechanism was developed to address Human Rights, the Rights of the Child, and the Rights of Persons with Disabilities, based on identified needs and using a strategic–situational approach. This mechanism involved public and community agents and institutions in the implementation, development, and execution of assertive (solution-oriented) actions and proposals, turning the participation process into a permanent on-the-ground Census/Observatory.

The initiative is configured as a model of innovation (and a reference), as it has the potential to be adapted, replicated, and scaled as an intervention methodology in contexts involving displaced persons, refugees, Indigenous communities, remote areas, and/or post-disaster situations (floods, earthquakes, epidemics, and even armed conflicts).

In areas with low or no connectivity (remote and rural), an intervention (solution-oriented) methodology is created and developed from the Society/Community–State/Government binomial, and from the educational, health, and social dimensions.

A mechanism is established based on existing capacities, the co-training of peer (community) leaders, and participatory democracy, generating dynamic, interactive (and public) tools for oversight, evaluation, proposals, and reporting.
