Bargny: Citizen Participation as a Driver of Territorial Transformation

The citizen participation experience carried out in the municipality of Bargny illustrates a strong local dynamic in which residents, community associations, and the diaspora actively contribute to the development of the territory. Faced with urban and social challenges, the municipality has encouraged participatory governance, enabling citizens to become directly involved in improving their living environment.

This mobilization has resulted in several structuring initiatives. In particular, the Bargny diaspora financed the creation of a media library, which has become a space providing young people and students with access to knowledge and digital resources. Sports and cultural associations (ASC) and community organizations have also played a major role in improving local infrastructure, notably through paving works carried out in several neighborhoods such as Nguen, Ndiayenne, Ndiolmane, Ngouy Daga, and Ndogal, the latter also benefiting from reforestation activities. Similar projects are currently underway in the neighborhoods of Santhioub Guédj, Marnane, and Castors.

Other citizen initiatives have contributed to the beautification and modernization of the city. The association “Donner c’est recevoir” (Giving is receiving) developed a promenade along the national road crossing the municipality and built a monument celebrating Senegal’s hosting of the 2026 Youth Olympic Games. In the field of education, a computer room was built thanks to the initiative of a Bargny native, while the girls’ school was renovated by the same association.

Citizen participation has also been expressed through the construction of a public square that encourages community interaction and through the establishment of micro sanitation networks in some neighborhoods.

Overall, this experience demonstrates that the mobilization of citizens, local associations, and the diaspora constitutes a powerful lever for territorial transformation, strengthening local governance, social cohesion, and the sustainable improvement of living conditions for the population.
