Bogotá D.C.: Participation Process for Bogotá’s District Development Plan through Chatico

The practice consisted of redesigning a virtual agent on WhatsApp to expand and diversify citizen participation in the formulation of Bogotá’s main planning instrument. The initiative was developed in an urban context of more than 8 million inhabitants, where participation processes face barriers related to time, access, and reach. Through a widely used digital channel, the strategy enabled large-scale, accessible, and user-friendly participation for diverse groups of citizens.

The initiative was led by the Bogotá Public Innovation Lab (iBO) of the General Secretariat, in coordination with the District Planning Secretariat, the entity responsible for formulating the District Development Plan. The strategy was based on redesigning the virtual agent CHATICO (in operation since 2022) to integrate it into the participatory process of the Plan through a structured conversational flow that allowed citizens to prioritize solutions and contribute ideas for the city. The design included three participation routes with different levels of depth (quick, engaging, and extended), enabling users to adapt the experience to their time availability and level of interest.

Through this strategy, 41,832 citizens participated, generating 148,129 contributions. In total, the formulation of the 2024–2028 Plan reached 217,306 contributions across all channels, representing a 9.5-fold increase compared to the 2020–2024 process. A key result is that 82% of participants through CHATICO had never previously taken part in the development of a District Development Plan, demonstrating its capacity to attract new participation profiles. Additionally, the process closed the participatory loop by informing participants how their contributions influenced adjustments to the Plan.

User experience was central: 86% of the 41,801 users who rated the interaction evaluated the tool positively. Furthermore, 66% of contributions were self-managed by citizens, while 34% were carried out with facilitator support, combining digital participation with territorial outreach. The practice strengthened institutional capacity to process large volumes of citizen input through data dashboards and consolidated new forms of participatory democracy supported by accessible and scalable digital tools.
