Çekmeköy: 21 Neighbourhoods, 21 Nurseries

Yuvamız Çekmeköy consisted of a territorially balanced and participation-informed early childhood care model developed by Çekmeköy Municipality to ensure equitable access to daytime child care services across the district. The practice emerged as a response to rapid urban growth, increasing demand for reliable childcare, and the need to support women's participation in social and economic life. By adopting a neighbourhood-based planning approach grounded in demographic analysis and direct community feedback, the municipality transformed childcare provision into a structured local policy framework focused on accessibility, social inclusion, and spatial equity.

Its methodology was based on openness, accessibility, and continuity. Participation was encouraged through transparent enrolment processes, inclusive communication strategies, and low-barrier access mechanisms that enabled families from diverse socioeconomic backgrounds to benefit from the service. Rather than implementing isolated facilities, the programme introduced a phased expansion model designed to respond to real territorial needs. To date, six daytime child care centres have been opened and three are under construction, demonstrating both the scalability and long-term vision of the initiative.

A key strength of the practice lies in its capacity to generate both social and institutional value. It contributes to gender equality by supporting working mothers, enhances children's access to safe and supportive early learning environments, and strengthens trust between residents and local government. Regular engagement with families through feedback mechanisms and community-based communication channels ensures that the service remains responsive, accountable, and adaptable. Continuous monitoring, documentation, and internal coordination processes support transparency and service quality.

Overall, Yuvamız Çekmeköy demonstrates how a local government can design an inclusive, sustainable, and participatory early childhood care model that strengthens community cohesion while creating lasting social impact.
