The Foral Community of Navarre: Journey to Gobernus – The Planet of Open Government

“Journey to Gobernus” is an educational initiative promoted by the Government of Navarre to foster democratic culture from childhood through a real participatory experience. Through bilingual comic and theater-based activities, children aged 8 to 12 experience a complete process of deliberation, decision-making, and consensus within the school environment.

The project responds to the need to strengthen participatory culture from an early age and to support the creation of children’s participation bodies in municipalities. The methodology combines playful learning with real participation: students identify proposals, debate from different roles, participate in an assembly, and adopt collective decisions that are later implemented.

Between 2023 and 2025, 1,094 people participated across 18 schools, with very positive feedback from both students and teachers. The initiative stands out for its innovative approach in transforming complex open government concepts into a practical experience accessible to children.

Its replicable design allows it to be adapted to other territories and educational contexts, helping to build a critical, collaborative, and civically engaged citizenry. It demonstrates that early democratic education strengthens future participation.
