The Foral Community of Navarre: Mobile Citizen Service Office – “Navarra on the Move”

The Mobile Citizen Service Office of the Government of Navarre is an open government initiative that brings public administration closer to rural municipalities through a fully operational mobile unit. The project was created to respond to territorial dispersion and to guarantee equal access to public services.

The vehicle provides administrative procedures, digital support, specialized information, and spaces for citizen feedback, becoming a meeting point between citizens and institutions. Its accessible and inclusive design makes it possible to assist older people, rural populations, and groups with greater difficulties accessing public services.

Since its launch in 2025, the office has visited dozens of municipalities and assisted thousands of people, reducing the need for travel and strengthening institutional trust. Beyond service delivery, the initiative transforms the relationship between the administration and citizens by physically bringing the government closer to the territory.

The model demonstrates that democratic innovation must be based on proximity, accessibility, and active listening, contributing to more cohesive communities and more open and responsive public institutions.
