Contagem: Program for the Improvement of Favelas, and Peripheries

The Program for the Improvement of Villages, Favelas, and Peripheries in Contagem is a structural public policy aimed at overcoming historical territorial inequalities and promoting social inclusion. Operating in more than 100 villages and favelas, where approximately 96,000 people live, the program carries out urban infrastructure works with a strong component of social participation and actions aimed at addressing environmental vulnerabilities. Since its implementation in 2024, more than R$ 8 million have been invested in works and services, including stormwater drainage, paving, basic sanitation, slope stabilization, public lighting, and the revitalization of leisure areas, ensuring greater dignity, safety, and quality of life for the communities served.

The practice stands out for its participatory and territorial approach. Based on more than 5,600 proposals collected from residents, the program defines intervention priorities and monitors the implementation of works collaboratively, integrating educational processes and community strengthening initiatives. The Municipal Council of Villages, Favelas, and Peripheries acts as a propositional and deliberative body, allowing the community to approve projects, participate in technical visits, and contribute to the monitoring and oversight of interventions. This coordination strengthens dialogue between residents and public administration and consolidates citizen participation in decisions regarding urban policies.

By combining infrastructure, social participation, and community strengthening, the program contributes to community resilience, promoting safety, leisure opportunities, and social inclusion. This integrated approach makes it possible to transform historically neglected areas into safer and more dignified spaces, valuing local culture, strengthening community ties, and increasing the visibility of the potential of villages and favelas, consolidating a model of continuous participatory governance within the municipality.
