Córdoba: Youth Participatory Budget

The Youth Participatory Budget (PPJ) of the City of Córdoba is a public policy promoted by the Secretariat for Citizen Participation and Youth that aims to strengthen participatory democracy by actively involving young people in the design of initiatives for their communities. It emerged in 2024 as an adaptation of the traditional Participatory Budget, with the objective of specifically including young people between 14 and 30 years old in deliberative processes. It was institutionalized through Municipal Ordinance No. 13,456 and enacted by Decree No. 284, therefore benefiting from a solid legal framework.

The PPJ is based on the recognition of youth as rights-holders capable of identifying problems, proposing solutions, and actively engaging in public life. In this sense, it seeks to expand their capacities for social and political participation, while also enabling the municipal government to better understand the priorities and concerns of this group, thereby contributing to the improvement of youth-related public policies.

The process is structured in several stages. First, the Secretariat invites young people to participate through in-person workshops and digital channels. Participants then submit proposals that may be developed into concrete projects, generally related to sociocultural, educational, environmental initiatives or the promotion of rights. Subsequently, municipal technical teams conduct a feasibility analysis to assess the technical and administrative viability of the proposals. Feasible projects are selected while ensuring balanced territorial distribution among the different districts of the city, defined by the Community Participation Centers (CPC). Finally, the selected projects receive financial and logistical support for their implementation, accompanied by a process of monitoring and evaluation.

The program represents an innovation in citizen participation mechanisms by expanding the scope of participatory budgeting to areas such as culture, education, community building, and the promotion of youth civic engagement, while granting young people a high degree of self-management in developing the projects they value most. It also contributes to strengthening inclusion and equity by incorporating a sector that has historically been underrepresented in the design of participatory policies.
