Corregidora: Proactive Transparency Step by Step

Proactive Transparency Step by Step is an initiative of the Municipality of Corregidora that reflects a commitment to open governance and the strengthening of citizens’ trust. The model allows residents to access, in real time and in accessible formats, information about public works projects, including budgets, progress, location, benefits, and the structure of the Social Oversight Committees responsible for monitoring them.

The project emerged after citizen-based diagnostics revealed a high level of public interest in municipal public works, contrasted with a general lack of knowledge about social oversight mechanisms. In response, the Secretariat of Control and Evaluation promoted the creation of a digital portal that systematizes internal technical information and transforms it into publicly accessible and easy-to-understand data.

Implementation relies on strong interinstitutional coordination among departments responsible for control, transparency, public works, and information technologies. Through standardized technical sheets, the portal feeds two key sections: “Works in Progress,” which provides technical and financial details of ongoing projects, and “Social Oversight Committee,” where the democratic composition of citizen monitors is documented, allowing for their full identification and strengthening social accountability mechanisms.

A fundamental pillar of the initiative is its inclusive and hybrid approach. To address the digital divide in remote areas, in-person outreach activities are organized, including the distribution of informational materials and explanatory sessions during public works monitoring visits. In addition, the portal incorporates permanent feedback mechanisms, such as satisfaction surveys, enabling the Transparency Unit to adjust content based on users’ direct experience.

As a result, this practice has succeeded in institutionalizing accountability and citizen participation in the supervision of public resources. By integrating technology, fieldwork, and administrative collaboration, Corregidora has consolidated a replicable open government model that promotes shared social responsibility and ensures that public information is truly accessible to everyone.
