Water to the Village (Agua a la Vereda) is an institutional strategy led by the Government of Cundinamarca and implemented by Public Companies of Cundinamarca (EPC), aimed at strengthening the management of community water supply systems that provide drinking water to rural populations across the department. The initiative emerged as a response to the technical, administrative, and financial challenges historically faced by these systems, which are essential for guaranteeing access to drinking water in dispersed rural areas where service provision depends largely on community organizations.

The program began with diagnostic and characterization processes to identify the technical, operational, and administrative conditions of village-level water systems. Based on this information, it evolved into a comprehensive support model that includes specialized technical assistance, training for managing boards, the development of improvement plans, and infrastructure interventions, progressively strengthening the management capacity of rural service providers.

One of its main innovations is the implementation of a provider segmentation model based on the number of subscribers and the level of technical and administrative development. This approach makes it possible to design differentiated strategies, optimize the allocation of public resources, and target institutional support according to the real needs of each water supply system.

The strategy is implemented through a methodology structured in three phases: diagnosis and characterization, formulation and implementation of improvement plans, and monitoring. Throughout the process, community participation is encouraged through territorial meetings, training sessions, and dialogue spaces, strengthening the local governance of water resources.

As a key impact, the program has strengthened the management capacity of more than 420 rural water systems and has benefited approximately 188,000 people through improvements in infrastructure, expansion of household connections, and optimization of administrative and operational processes. In this way, Water to the Village has consolidated itself as a replicable model for strengthening community-based water management, based on shared responsibility between public institutions and rural communities, contributing to service sustainability and reducing gaps in access to drinking water.
