Communities Building Democracy and Peace through Community Action in Cundinamarca aimed to consolidate a model of community democratic governance that transforms community organizations into central actors in public management and territorial peacebuilding. Led by the Government of Cundinamarca through the Institute for Community Action and Social Capital (IDACO), the initiative was implemented across the 116 municipalities of the department.

The model integrates civic education, community deliberation, participatory planning, and the direct implementation of projects through solidarity agreements, transferring real decision-making and management capacity to the Community Action Boards (Juntas de Acción Comunal). This approach moved beyond traditional schemes in which communities had a limited role, strengthening institutional trust, transparency, and shared civic responsibility.

As a result, 1,873 community projects have been implemented, including 628 interventions for the paving of community roads, 541 actions in educational infrastructure (improvement and maintenance), 277 rural housing improvement projects, 170 initiatives for community incentives and training, 47 equipment provisions for community action organizations, and numerous environmental and connectivity initiatives. These actions have benefited more than 180,000 people, mainly in rural areas.

The initiative has reduced intermediation costs, improved the territorial relevance of public investment, and strengthened social oversight. Beyond its material outcomes, it has contributed to the institutionalization of participatory democracy, turning community deliberation and community-led project implementation into permanent governance practices.

Due to its replicable nature, the initiative stands as an innovative model of community democracy that can be applied in other rural territories.
