Davao City: The Davao City Streetscape Ordinance

Target Beneficiaries: PWDs, senior citizens, women, children, and the general public will gain safe, accessible, and organized streets. Prioritizing these groups promotes social cohesion, equitable access, and universal mobility.

Methodology: Phase 1 involves technical planning and inter-agency consultations to review existing infrastructure and design standards, integrating streetscape and underground utilities. Phase 2 involves legislative drafting through the Sangguniang Panlungsod, including compliance mechanisms, phased implementation, and incentives like the Tax Credit Incentive for private developers. Phase 3 enacts the ordinance for all new local roads and DPWH rehabilitation projects within one year, with private developers encouraged to follow the standards.

Communication and Engagement: Technical coordination meetings, memoranda, and visual briefs align government offices, while private sector outreach informs developers of incentives. Public engagement will expand during implementation, particularly for vulnerable groups.

Monitoring, Sustainability, and Adaptability: The ordinance embeds technical standards, institutional oversight by the City Engineer and City Building Official, incentive mechanisms, and periodic reviews to integrate new technologies, green infrastructure, and updated accessibility requirements.

Anticipated Impacts: Streets will be inclusive, human-centered, and resilient. Underground utilities and standardized designs improve maintenance and future readiness. Clear standards enhance government coordination, and participatory governance through the Persons with Disabilities Affairs Office ensures citizens' needs guide implementation.

The ordinance transforms Davao City streets into safe, accessible, and visually coherent public spaces, providing a model for human-centered urban development in the Philippines.
