Davao CIty: Peace 911

Peace 911 consisted of a localized peacebuilding and development strategy designed to address the long-standing conflict-related issues in the Paquibato District and other geographically isolated and disadvantaged areas of Davao City. Launched on May 10, 2018, the practice established a dedicated office to respond to peace-related concerns through coordinated and community-centered governance. It is guided by the 8 Pillars of Positive Peace and is aligned with the 12-Point Agenda of the City Government of Davao, ensuring that peacebuilding initiatives directly support the city's priority programs on security, social services, infrastructure, and inclusive development.

The practice also contributes to SDG 16 (Peace, Justice and Strong Institutions) of the United Nations Sustainable Development Goals by strengthening institutions, promoting inclusive decision-making, and improving access to government services in vulnerable communities.

The initiative began with trust-building and consultations, engaging Indigenous Peoples, women, youth, farmers, faith-based organizations, and former rebels through community consultations called "Panag-ambit", service caravans, and barangay-level dialogues. These inputs informed coordinated interventions in education, infrastructure, livelihood, social services, and reintegration support.

Peace 911 serves as the gatekeeper and implementing arm for programs and initiatives for the identified conflict-affected communities, with the aim of strengthening local governance through inclusive peacebuilding processes.

The practice has benefited over 50,000 residents and contributed to improved peace and security conditions and stronger trust between communities and government institutions. It also led to the institutionalization of Peace 911 as the Center for Peacebuilding under the City Mayor's Office, supported by local ordinances that mainstream a peace perspective into development planning. By embedding consultation, feedback, and grassroots monitoring into governance processes, the initiative strengthened participatory democracy and ensured the continuity of peacebuilding efforts within the City of Davao.
