Yerba Buena: Participatory Urban Planning – Co-creation of the Yerba Buena Urban Code

The participatory process for the co-creation of the new Urban Planning Code of Yerba Buena consisted of a comprehensive update of the regulatory instrument governing land use and territorial planning in the municipality, through a structured framework of citizen deliberation and institutional coordination.

Located in the province of Tucumán, Argentina, Yerba Buena has experienced sustained urban growth in recent decades, generating new challenges related to building density, mobility, infrastructure, and environmental preservation. In response to this territorial transformation, the municipality promoted a technical and participatory process aimed at modernizing its regulatory framework based on principles of sustainability, predictability, and democratic legitimacy.

The initiative began in 2024 with a comprehensive technical diagnosis and continued with open participatory workshops and public consultation spaces during 2024 and 2025. These stages made it possible to incorporate contributions from citizens and academic actors into the drafting of the preliminary regulatory proposal. The process concluded in November 2025 with the formal approval of the new Code by the Municipal Council.

The new instrument includes updated provisions regarding maximum building heights, planning of areas for future urbanization, road connectivity, accessibility, and environmental protection areas designed to safeguard green spaces and riverbanks, thereby strengthening territorial sustainability.

The initiative transformed a traditionally technical procedure into a process of normative co-creation, improving the quality of public decision-making and consolidating citizen participation as a structural component of urban planning. As a result, regulatory predictability, administrative efficiency, and the social legitimacy of urban development were strengthened, benefiting the entire present and future community of the municipality.
