Vienna: Development of the Vienna Charter for Digital Rights for Children and Young People

The participatory development of the Vienna Charter for Digital Rights for Children and Young People involved the goal of strengthening youth rights in the digital space within the city's sphere of influence. As the digital environment grows in importance for young people, it brings both opportunities and risks. 

In this context, the Charter bundles central principles for how the city can promote and protect these rights. It builds on the UN Convention on the Rights of the Child and incorporates youth perspectives from various participation phases (DIDays, workshops, online process, and conference). The Charter identifies key themes for youth and consists of nine core principles: "Children and Youth at the Center," "Equal Treatment and Inclusion," "Education and Knowledge Transfer," "Safety and Privacy," "Digital Participation," "Right to Information," "Economic Importance," "Digital Health," and "Right to Personal Contact". The first principle serves as an overarching guide for all municipal measures. The Charter connects key strategies like the Human Rights City declaration, the Children and Youth Strategies, and the Digital Agenda 2030 to proactively address digital challenges.
