Üsküdar: Üsküdar Vision 2050 Spatial Strategy Plan (Vision Üsküdar)

Vizyon Üsküdar consisted of developing a long-term, participatory spatial vision for Üsküdar, one of Istanbul's most historic and diverse districts. Located on the Bosphorus and home to over 500,000 residents, the district faces rapid urbanization, mobility pressures, climate risks, and changing spatial needs affecting public spaces, streets, and neighborhood life. The initiative was launched by the municipality after the 2024 elections to guide sustainable development toward 2050 while preserving cultural heritage and social diversity.

The practice helped transform urban planning from a technical exercise into an inclusive governance process. Residents, workers, students, visitors, civil society organizations, academia, and public institutions were brought together to co-create the district's future. A stakeholder ecosystem of over 5,000 actors was created, while around 600 participants contributed through workshops. Special gatherings for youth, women, elderly, and persons with disabilities ensured diverse representation.

Vizyon Üsküdar involved a structured methodology combining data analysis, participatory assessment, strategy development, and monitoring. Institutional data, public feedback, and global urban trends were compiled into a knowledge base to guide decisions. Through a digital Spatial Marking Application, citizens mapped more than 750 points of interest, identifying local needs in neighborhoods and public spaces. Hexagon grid spatial analysis enabled high-resolution mapping of urban challenges and opportunities, strengthening evidence-based planning.

The initiative also established a transparent communication model through a website, social media outreach, public information materials, and QR-linked participation tools. Digital platforms and in-person meetings ensured broad participation and enabled communities with limited digital access to contribute.

By integrating participatory methods into spatial planning and municipal decision-making, the project created a living governance framework where data, community knowledge, and policy interact continuously. The model links participation, analysis, feedback, and re-engagement, ensuring strategies adapt to evolving urban conditions.

Through inclusive participation, innovative spatial analysis, and collaborative governance, Vizyon Üsküdar strengthens democratic urban management and supports resilient, inclusive, and sustainable cities in line with SDG 11 Sustainable Cities and communities.
