Department of Valle del Cauca: “Governor in the Territory”

“Governor in the Territory” consisted of the development and implementation of a truly unprecedented Relational Open Government model, characterized by its territorial approach of simultaneity and its strong integration of civic technology. It emerged in Valle del Cauca to close trust and participation gaps between the State and citizens across 42 municipalities with diverse geographic realities.

The innovation of this practice lies in its significant logistical and administrative capacity to deploy the departmental institutional structure simultaneously across all 42 territories. Through subregional routes and the “Route 42,” a total of 4,628 kilometers were covered. There are no records at the local, regional, national, or international level of a simultaneous institutional presence exercise of this magnitude, which gives it its unique and unprecedented character.

This unprecedented physical deployment was made possible through a robust digital ecosystem led by the Integrated Social Management System (SIGESI). Within this practice, SIGESI evolved from a simple repository into the technological engine of the strategy. The system actively engages citizens through new technologies, transforming accountability into a dynamic, interactive, bidirectional, and fully traceable process in real time.

The ecosystem of the initiative involved diverse actors, including departmental agencies, territorial management units, municipalities, spokespersons, and a broad range of citizens, including women, youth, farmers, and ethnic groups. Through this strategy, more than 21,300 people actively participated, resulting in 2,328 commitments aimed at improving quality of life across the department. The monitoring of these commitments is fully transparent through online connectivity, enabling continuous social oversight.

In conclusion, “Governor in the Territory” transformed public management by territorializing policies, empowering communities in participatory planning, and strengthening a culture of transparency. The convergence of simultaneous territorial presence and civic technology has contributed to building more democratic and peaceful communities.
