Eskisehir: Eskisehir Civil Participation Project

The Eskişehir Civil Participation Strategy and Action Plan (SKSEP) has contributed to strengthening civil participation in local decision-making processes and enabling citizens to take an active role in governance. The initiative was implemented under the coordination of the Eskişehir Metropolitan Municipality Strategy Development Department within the scope of the "Strengthening Civic Participation for Improved Democratic Local Governance in Turkey" Project, financed by the European Union and implemented with technical support from the United Nations Development Programme (UNDP). With Eskişehir selected as a pilot city, the initiative aimed to establish sustainable cooperation mechanisms between local government and civil society and to transform participation into an institutionalized structure. 

The strategy and action plan were prepared through a comprehensive participatory process involving local governments, public institutions, universities, professional organizations, neighborhood headmen (muhtars), volunteers, and civil society organizations. Through meetings, workshops, and stakeholder analyses, the views of different groups were gathered, local needs were identified, and barriers to participation were assessed. 

The Task Force, which played a central role in the process, guided both the preparation and implementation of the plan through regular meetings and working groups. The Action Plan consists of 3 objectives and 43 activities aimed at strengthening civil participation. Within the thematic area of Resilient City, community awareness and participation in disaster preparedness were promoted. Under the theme of Accessible and Inclusive City, initiatives were developed to increase the participation of vulnerable groups in decision-making processes. In the Locally Developing City theme, collaborations were established to shape local and rural development policies together with civil society. 

One of the most tangible outcomes of this process is the Eskişehir Civil Society Support Center, established to strengthen civil society capacities and institutionalize a culture of participation. The working conditions and current status of civil society organizations were analyzed to identify various needs. In line with these findings, the Civil Society Center provides modern workspaces, meeting and event halls, and technical infrastructure, supporting civil society organizations in carrying out their activities more effectively and sustainably.
