Esplugues de Llobregat: Evaluating the Impact of Children’s and Youth Participation, 18 Years of Building the City

The evaluation of the impact of children’s and youth participation consisted of a participatory democratic audit process promoted by the City Council of Esplugues de Llobregat to analyse the impact of municipal participation policies aimed at children and adolescents.

Since 2007, the city has promoted the Children’s Council and the Youth Hearing, participatory processes that have involved more than 11,000 children and adolescents.

Although short-term evaluations had been carried out after each edition, a comprehensive evaluation analysing their medium- and long-term impact had not yet been conducted.

On the occasion of their eighteen years of trajectory, a participatory evaluation was launched to analyse their impact at three levels: on the life trajectories of the participants, on municipal public policies, and on the internal dynamics of educational institutions. The objective was to identify achievements, detect areas for improvement, and strengthen participation mechanisms.

The evaluation, conducted between March 2024 and February 2025, combined different methodological tools: documentary analysis of previous editions, interviews and focus groups, as well as the collection of more than 600 questionnaires from students and contributions from teachers, municipal technical staff, former participants, and political representatives. The results show a positive impact on the personal development of participants, particularly in terms of responsibility, teamwork, and sense of citizenship. In addition, participatory dynamics have been increasingly incorporated into schools. At the municipal level, it is noteworthy that approximately 80% of the proposals accepted over the past five years have been implemented, including initiatives such as the creation of recreational spaces or environmental campaigns.

The evaluation also made it possible to identify challenges, such as the need to strengthen follow-up and communication regarding proposals and to maintain youth engagement once the participatory processes have concluded. Based on these results, several improvements have been introduced, including extending participation to publicly funded private schools, co-selecting themes, introducing more dynamic classroom methodologies, developing the Esplugues Participa Kit, and redesigning the Children and Adolescents Forum to ensure continuity in participation and further strengthen the democratic ecosystem.
