General Pico: Open Cabinet – Citizen Security

Open Cabinet – Citizen Security consisted of an initiative promoted by the municipality of General Pico, La Pampa, aimed at bringing public management closer to local communities and strengthening citizen participation in the development of public safety policies. The practice is based on moving the municipal cabinet to different neighbourhoods of the city in order to create spaces for listening, dialogue, and joint work between authorities, technical teams, and residents.

The methodology is organized through a territorial planning approach that divides the city into sectors or neighbourhoods, allowing working sessions to be carried out in different areas over time. Prior to each meeting, an assessment of needs and demands is conducted through contact with local institutions, community organizations, and neighbourhood representatives. During these sessions, the Mayor, municipal officials, and technical teams meet with residents and community actors to discuss issues related to public safety, exchange proposals, and register the demands emerging from the territory.

The practice promotes a form of close and accessible participation, facilitated by municipal teams that organize the exchange spaces and systematize the relevant information. Subsequently, the different municipal departments analyse the issues raised, define actions, and follow up on the commitments made.

One of the most innovative aspects of the initiative lies in its territorial approach and the opportunity it provides for the community to engage directly with those responsible for public management. This allows for more accurate diagnoses of security-related challenges and strengthens coordination between the municipality and local organizations.

The practice involves a tripartite approach: municipal cabinet – institutions – residents, who actively participate in the meetings and promote a comprehensive response to the identified challenges.

In this way, Open Cabinet – Citizen Security contributes to strengthening the relationship between the local government and the community, improving institutional responsiveness, and promoting a more participatory, transparent, and territory-oriented public administration.
