Gwanak-gu: Beyond Promises: Citizen-Led Manifesto Governance in Gwanak-gu

"Beyond Promises: Citizen-Led Manifesto Governance in Gwanak-gu" helped transform a traditional top-down pledge management system into a participatory governance model in which residents participate as co-designers, monitors, and evaluators of government pledges.

Gwanak-gu, located in southwestern Seoul, has a population of about 500,000 and the highest proportion of young residents in Korea (41.4%). With diverse social demands and relatively weak community cohesion, the previous pledge management approach had limitations in reflecting residents' needs.

To address this, Gwanak-gu institutionalized a participatory pledge governance system that enables citizens to engage in the design, monitoring, and evaluation of policy commitments. In 2022, the city established a 26-member Policy Planning Group composed of public officials, experts, and citizen representatives. Through this collaborative process, 60 key pledge initiatives under six strategic goals were jointly designed and adopted as the Four-Year Pledge Implementation Plan.

The implementation of these pledges has since been reviewed through participatory bodies such as the Innovation and Collaboration Committee, the Policy Advisory Group, and the Citizen Jury System. These bodies examine progress, provide policy recommendations, and deliberate on adjustments, through which eight pledge initiatives were revised to reflect changing social conditions.

A key innovation of the practice is the digital participation platform Online Gwanak Office, where residents can check pledge progress, submit proposals, and participate in discussions at any time. Visualization tools such as the Pledge Thermometer and Pledge Map allow residents to easily track the status of all 60 pledge initiatives. The platform has recorded more than 2.13 million cumulative visits, demonstrating sustained civic engagement.

The practice is supported by a multi-layered evaluation system combining internal monitoring, citizen participation, and external verification. As a result, Gwanak-gu achieved a 97.7% pledge fulfillment rate and 80.3% resident satisfaction with city administration.

By transforming election pledges into a shared democratic process jointly managed by citizens and the local government, the practice strengthened public trust and institutionalized participatory governance. It offers a practical model for cities seeking to enhance transparency, accountability, and citizen participation in local democracy.
