Jalisco: Let’s Build a Plan

"Let’s Build a Plan" was a massive, multi-channel participatory democracy exercise designed to build the 2024–2030 State Development and Governance Plan for Jalisco, Mexico. Faced with the challenge of planning in a state with over eight million inhabitants and deep inequalities, the Government of Jalisco, through the Secretariat of Planning and Citizen Participation, implemented an innovative methodological approach that broke with traditional consultation models.

The practice involved 675,551 citizen interactions, an unprecedented number that included the active participation of children, youth, indigenous communities, and vulnerable groups. Through six listening instruments (from ultra-short digital surveys to co-creation forums and door-to-door consultations), the priorities of the 125 municipalities of the state were identified. This process made it possible for critical issues such as disappearances, the water crisis, gender-based violence, and environmental sustainability to be positioned not as matters confined to government offices, but as priority social mandates.

The result is a plan with a vision for 2050, articulating 606 strategies directly linked to the public budget. The experience is remarkable for its intensive use of civic technology, facilitating remote participation and real-time monitoring of indicators through the MIDE Jalisco platform, ensuring proactive transparency. Beyond defining a roadmap for the six-year term, "Let’s Build a Plan" strengthened social fabric by restoring citizens' ability to influence public decisions and consolidating a governance model based on a living commitment between the government and its people.
