Kouga and Oudtshoorn: Citizen Based Monitoring (COMPACT)
The COMPACT Citizen-Based Monitoring (CBM) initiative consists of a structured participatory governance model that enables citizens to monitor municipal service delivery during project implementation .
Implemented by the South African Local Government Association (SALGA) in partnership with the Public Affairs Research Institute (PARI) and Integrity Action, the initiative addresses a critical democratic gap: while participation in South Africa is institutionalised in planning processes, communities are often excluded from oversight once projects are underway.
CBM transforms ward committee members and community representatives into trained citizen monitors. Equipped with practical tools and accessible digital reporting mechanisms, they conduct site visits to infrastructure projects particularly but not limited to water and sanitation. The Monitors (ward committees) document progress and risks, through the Kobo App and submit structured findings to the relevant municipal administration. In low connectivity areas, the Monitors use paper based data capturing template.
The initiative is innovative because it embeds citizen oversight within existing democratic structures rather than creating parallel accountability platforms. By combining citizen leadership, civic technology, and formal governance processes, CBM strengthens transparency while remaining institutionally sustainable.
The initiative has improved dialogue between communities and municipalities, supported earlier identification of service delivery challenges, and promoted evidence-based engagement. In contexts where service delivery tensions can escalate into conflict, CBM offers peaceful, constructive participation channels.
Grounded in South Africa's local governance framework yet globally transferable in its principles, the COMPACT Citizen-Based Monitoring initiative demonstrates how democratic innovation can deepen accountability, rebuild trust, and strengthen participatory democracy in practice.
