Lyon: Resilient Cities

Resilient Cities involved a series of trainings and participatory Policy Labs in Lyon, bringing together residents with migration backgrounds, municipal staff, elected officials, and civil society actors to co-design and test innovative solutions for inclusive local governance. The initiative addressed structural barriers faced by residents without voting rights, including administrative status, language, and unfamiliarity with institutional processes. Participation was made accessible through multilingual facilitation led by people with migration backgrounds, childcare support, evening sessions, and collaboration with trusted local organizations.

From May 2024 to January 2025, over 40 participants were trained and co-created policy recommendations across three areas: access to services and information, cultural and artistic engagement, and political and civic participation. Recommendations were tested through micro-experiments, including volunteer-led interpretation services in municipal offices, collaboration with institutions such as the Musée Gadagne, and integration of residents into existing participatory processes. These experiments produced tangible, replicable prototypes while strengthening mutual understanding between municipal actors and residents.

Since the conclusion of the Policy Labs, PLACE Network has continued to follow up with the city of Lyon, supporting the integration of recommendations into municipal practices and consultations to pre-configure a participatory Council for residents with migration backgrounds. The initiative fostered a new culture of collaboration, mutual recognition, and inclusive decision-making, with municipal staff reporting changes in daily practices and sustained partnerships between residents with migration backgrounds, civil society, and city departments.

Following Lyon's engagement, the methodology was adapted in Rennes Ville et Métropole and Besançon, demonstrating its transferability and scalability. Across all territories, over 110 residents with migration experience and more than 90 municipal staff co-created 12 micro-experiments and 15+ policy recommendations, embedding participatory practices in municipal operations and creating a foundation for long-term, sustainable inclusive governance in France.
