Maringá: Municipal Week of Girls in Technology: A Participatory Public Policy for Gender Equity

The Municipal Week of Girls in Technology consisted of the institutionalization of a public policy aimed at promoting gender equity within Maringá’s innovation ecosystem (Brazil). Created in 2022 and formalized by Municipal Law No. 11.475/2022, the initiative emerged to address the underrepresentation of women in the fields of technology and communication, especially at decisive stages of school education.

The initiative is coordinated by AMTECH and structured through a permanent multi-sector committee, involving municipal departments, schools, the Regional Education Center, universities, technology companies, women’s collectives, and civil society organizations. This collaborative governance model ensures annual planning, shared responsibility, and institutional continuity.

The methodology is organized in cycles: participatory planning, territorial definition of actions, school mobilization, roundtable discussions, workshops, panels featuring female role models, and interactive activities. Implementation occurs in a decentralized manner, reaching different regions of the city and promoting direct contact between public-school students and professionals from the technology sector.

The initiative combines existing public structures with institutional partnerships and voluntary collaboration, demonstrating that strategic inclusion policies can be implemented through coordination and governance, even without major financial investments.

The impacts include the engagement of hundreds of girls, the strengthening of local female role models, increased interest in educational pathways in technology, and closer ties between basic education and the innovation market. Institutionally, the initiative consolidated gender inclusion within the municipal innovation agenda and expanded mechanisms for social participation through the permanent committee.

By transforming an event into an ongoing public policy, Maringá strengthened participatory democracy, promoted social cohesion, and structured a development strategy that is fairer, more inclusive, and aligned with the contemporary challenges of the knowledge economy.
