Maringá: CODEM Maringá – Participatory Governance for Long-Term Development

The Economic Development Council of Maringá (CODEM) was established as a permanent, multi-sector participatory governance body dedicated to guiding the municipality of Maringá’s long-term strategic development in southern Brazil. Established by  a municipal law in 1996 and operating since 1997, CODEM brings together public authorities, the productive sector, universities, trade unions, community organizations, and representatives of organized civil society, structured into a Plenary and thematic Technical Chambers.

Over nearly three decades, CODEM has led the development of the Maringá 2020 and Maringá 2030 agendas, as well as the current Masterplan Metrópole 2047, consolidating a culture of continuous planning beyond electoral cycles. Its methodology combines monthly meetings, technical deliberation, collaborative workshops, and institutional coordination to directly influence the Multiannual Plan (PPA) and public policies in the areas of economic development, innovation, sustainability, mobility, and quality of life.

The initiative has also evolved by expanding mechanisms for transparency and social listening. Strategic projects are submitted to public consultation and participation, as occurred with the 2024 Municipal Economic Acceleration Plan, strengthening the legitimacy of decisions and expanding civic engagement.

CODEM directly impacts more than 430,000 inhabitants and its surrounding region, promoting integration between public administration and organized society. Its main distinguishing feature is the institutionalization of deliberative democracy as a structural component of municipal governance, ensuring continuity, shared responsibility, and a collective long-term vision. It represents a replicable model of participatory governance aimed at sustainable territorial development and the consolidation of local democratic institutions.
