Mendoza: Participatory Budget of the City of Mendoza

The Participatory Budget of the City of Mendoza consisted of the implementation of an institutional mechanism of citizen co-decision that allows residents and organizations to propose, prioritize, and vote on projects funded through municipal budget resources. The initiative is part of a broader strategy to modernize local government based on open government, digital transformation, and data-driven public management, aimed at strengthening transparency, participation, and the quality of public decision-making.

The practice was institutionalized through Ordinance No. 4194 and its annual regulatory decree, which establish the legal framework, the process calendar, and the amount of budget allocated in each edition. The program is implemented through a structured methodology that includes the open submission of projects by citizens, their technical evaluation by municipal departments and representatives of the City Council, and a public and binding voting phase.

In its first edition, the program received 85 proposals submitted by residents and civil society organizations, addressing diverse topics such as neighborhood infrastructure, security, environment, culture, social inclusion, and public space. The viable projects were submitted to a citizen vote through a digital platform and in-person participation points, ensuring accessibility, transparency, and traceability of the process. The voting results were certified through a notarial record and formalized through public administrative resolutions.

The program made it possible to finance the most voted projects until the allocated budget of 600 million pesos was reached, with implementation scheduled for the following municipal fiscal year. In addition, the process helped highlight diverse territorial demands, strengthen the culture of citizen participation, and consolidate new institutional capacities within the municipal administration to manage participatory processes.

In this way, the Participatory Budget has become a tool that strengthens local democracy, promotes shared responsibility between citizens and government, and contributes to improving the quality of life of the inhabitants of the City of Mendoza through more open, transparent, and collaborative public decisions.
