Mendoza: Digital Infrastructure for Participation: The Citizen Geoportal as a Civic Technology Tool

The Citizen Geoportal of the City of Mendoza involved the development of an open-access digital platform that allows the visualization, consultation, and analysis of territorial information produced by the municipal government. The initiative began in 2020, in the context of the global health emergency, as a response to the need to consolidate and standardize the information generated by different municipal departments to improve decision-making during critical moments. What initially functioned as an internal data link gradually evolved into a local Spatial Data Infrastructure (SDI) focused on transparency, open government, and informed participation. Through this process, the municipality transformed dispersed data into a geographic information ecosystem accessible to the public. In 2025, the initiative was consolidated under the name Citizen Geoportal, reflecting the shift from a technical internal tool to a public platform centered on open access to information.

The practice is based on the development of an interactive cartographic portal that brings together over 150 layers of territorial information, thematic applications, statistical dashboards, and interoperable geographic services that facilitate access. The process included several stages: research into similar experiences, defining standards for organizing information, developing interactive tools, evaluating through technical meetings and consultation forms, and redesigning the portal with a focus on user experience and adaptation to mobile devices. Additionally, dissemination and training instances were promoted to expand the use of the platform.

The impact of the Geoportal is reflected in its sustained use by both citizens and public administration. It currently records nearly 10,000 monthly visits and has consolidated itself as a central tool for municipal management: 80% of the departments use its data daily, and 70% of public officials employ statistical dashboards to analyze territorial information. Furthermore, the public availability of data has generated spaces for dialogue with professionals, universities, and productive sectors, contributing to the improvement of urban policies and strengthening an institutional culture based on transparency, access to information, and decision-making based on territorial evidence.
